국문 초록

교구장과 사제단의 관계를 다루는 개별 교회의 기구들은 교회법전에서 다양하게 소개되고 있다 사제 평의회는 . 이러한 역할을 하는 기구 중의 하나로서 사제단이 교구 행정의 극대화를 위해 교구 행정 전반에 걸쳐 교구장의 교구 사목을 보필하는 기구이다. 사제 평의회는 주교의 원로원으로서 교구 사제들을 대표하는 기구이다. 사제 평의회는 제2차 바티칸 공의회에서 본격적으로 논의가 시작되어 새롭게 창설된 기구이다. 교회법전은 사제 평의회에 대해 명백하면서도 구체적으로 정의하며 평의회 설치를 개별 교회의 교구장들에게 의무로 부과하고 있다. 사제 평의회의 목적은 교구장 주교에게 맡겨진 하느님 백성의 공동선을 최대한 증진하는 것이다. 사제 평의회는 교구의 다른 평의회 보다 우위의 위치에 있으며, 주교와 사제들만으로 구성된다. 교구장은 사제 평의회의한 부분이 아니라 평의회의 장이며 일체성의 근거로서 평의회를 소집하며, 주재하며, 안건을 선택하며 결정하는 배타적인 권리를 갖는다. 사제 평의회는 그 자체로 교구장 주교의 순수 자문기관이기 때문이다. 교회는 예수께서 제정하신 교계제도를 갖는 ‘그리스도교 신자들의 공동체’이다. 따라서 교회의 체제는 모든 신자가 협의하여 다수결로 의안을 선택하는 협의체가 아니므로 교회의 모든 구성원이 결정권을 가지고는 있지 않다. 따라서 사제 평의회도 교구장 없이는 아무런 행위도 할 수 없고, 평의회에서 결정된 사항들을 공포하는 것도 교구장 주교의 소임이다. 그러나 장상이 그의 직무 수행에 있어서 구성원들의 의견을 청취하고 수렴하는 민주적인 방식을 적극적으로 활용한다면 교회의 선익 추구에 큰 도움이 될 것이다. 이러한 맥락에서 교구장과 사제단의 관계에서도 교구장은 사제들의 대표기관인 사제 평의회의 의견에 적극적인 관심을 기울여 소통을 전제로 한 합리적인 결정을 교구 통치의 방식으로 삼는다면 교구 성장에 훌륭한 밑거름이 될 것이다.

영문 초록

The organization of particular churches dealing with relationships between the diocesan Bishop and priests is varied according to the Code of Canon Law. The council of priests is one of the organizations that plays this role, and the council of priests helps the diocese in general, rationalizes and maximizes the diocesan administration. The council of priests is the Senate of the Bishops representing the priests. The council of priests is a new organization that began full-fledged discussions at the second Vatican Council. Canon Law clearly and specifically defines the council of priests and enforce the establishment of the council of priests as an obligation to the diocesan Bishop of particular churches. The aim of the council of priests is to promote the public interest of the people of God who are delegated to the diocesan Bishop. The council of priests is superior to the other councils, which consist exclusively of Bishops and priests. The diocesan Bishop is not a part of the council of priests, but the head of the council. The diocesan Bishop shall convene a council as a basis for unity. The diocesan Bishop shall preside over the council and have exclusive rights to select and decide agenda items. This is because the council of priests is itself an organization that gives opinions to the diocesan Bishop. The Church is a Christian community with a hierarchical constitution built by Jesus. Therefore, not all members of the Church have the power to decide, because the Church system is not a council in which all believers consult by majority and choose legislation. Neither the council of priests can do anything without the diocesan Bishop. It is also the responsibility of the diocesan Bishop to promulgate the decisions made by the council of priests. But if the diocesan Bishop actively utilizes the democratic way of listening to the members’ opinions, it will be of great help in the pursuit of the Church s common good. Even in the relationship between the diocesan Bishop and the priests, the diocesan Bishop should pay active attention to the opinions of the council of priests, the representative organization of the priests. If the diocesan Bishop takes rational decisions based on the premise of communicating with the priests as a way of governing the diocese, it will serve as a good foundation for the growth of the diocese.
