재일조선인 여성에 대한 일상적이고 미묘한 차별

국문 초록

이 글은 재일조선인 여성이 겪는 일상적이고 희미한 차별을 미시적 공격(microaggression)개념을 통해 살펴본다. 최근 재일조선인에 대한 차별 문제로 가장 이목을 집중시킨 것은 헤이트 스피치이지만 필자는 일상적인 차별과 억압을 헤이트 스피치를 유지하는 기반으로서 파악하려고 한다. 미시적 공격이라는 개념은 1960년대 후반에 미국에서 제기되었고, 2000년대에 들어와서 다시 주목받게 된 개념이다. 이 개념은 일상적이고 흔하며, 얼핏 보면 문제가 되지 않는 발화나 행동을 포착한다. 화자와 행위자는 의도적이든 아니든 사회적 소수자를 향해 그들을 모욕하는 부정적인 메시지를 보내지만, 화자나 행위자는 그것을 깨닫지 못하는 경우가 많다. 이 글에서는 먼저 2016년에 실시된 <앞으로> 제 2차 재일 코리안 여성 실태조사: 삶의 어려움에 관한 앙케이트 의 개요와 거기에 기술된 차별 경험을 정리한다. 다음으로 Derald Sue가 재개념화한 미시적 공격 개념을 소개하고 재일조선인 여성 실태조사를 통해서 얻은 사례에 적용하여 고찰한다. 마지막으로, 재일조선인 여성들이 여성이기에 당하는 차별을 분석하기 위한 틀로서 복합 차별 과 교차성 의 적용 가능성을 시사한다. 본 논문은 이러한 분석을 통해 재일조선인 여성에 대한 차별을 새롭게 인식한다. 즉 민족차별만이 주목을 받으면서 여성차별의 측면을 간과하는 경우가 많지만 본 논문의 실태조사를 잘 살펴보면 재일조선인에 대한 차별과 공격을 촉발하는 요인으로서 ‘성별’이 중요한 작용을 하고 있음을 알 수 있다.

영문 초록

This paper examines daily, subtle discrimination against Zainichi Korean women, using the concept of microaggression. In recent years, Japan has seen dramatic increases in hate speech against Koreans and those perceived to be Korean. This paper focuses on everyday discrimination and oppression which support hate speech. The concept of microaggression was first proposed in the United States in the late 1960s and has been renewed in the 2000s by a psychology and educational professor Derald W. Sue. This concept captured brief and commonplace verbal, behavioral, and environmental indignities, which occur with mainstream acceptance. Whether intentional or unintentional, microaggressions communicate hostile, derogatory, or negative prejudicial slights and insults toward members of social minority groups. First, this paper examines data from the survey entitled The Second Apro Survey on Korean Women in Japan: A Questionnaire on Everyday Difficulties which was implemented in 2016. In addition, specific experiences of “discrimination” are described there. Next, the concept of microaggression is introduced and applied to cases obtained in the Survey. Finally, we examine the applicability of ‘multiple/compound discrimination’ and ‘intersectionality’ to analyze the cases of microaggressions reported by Zainichi Korean women. Discrimination against Zainichi Korean women is focused on a type of ethnic discrimination and the aspect of discrimination against women is overlooked, but if we look closely at the cases and use the framework of multiple/intersectional discrimination, we can see that gender is a factor that triggers discrimination and microaggressions.
