국문 초록

재난은 사회의 변화를 만든다. 코로나 19 감염증이 전 세계적으로 대유행하면서 다양한 변화를 만들고 있다. 재난으로 인한 일상활동의 변화는 다양한 범죄의 기회와 전이현상을 만들고 있다. 사회적 거리두기 정책에 따른 재택근무는 절도범죄의 기회를 감소시키지만 가정폭력의 빈도를 높였다. 또한 전염병에 대한 공포로 불법체류 외국인이 자진 귀국하는 일도 있었지만 감염에 대한 두려움 확산에 따라 아시아계 사람들에 대한 혐오범죄 또한 증가되었다. 이러한 범죄의 변화 현상을 살펴볼 때 사회적 재난인 코로나 19 감염증이 범죄현상에 어떻게 영향을 미쳤는지에 대하여 논의할 필요가 있다. 본 연구는 코로나 19 바이러스 감염병 대유행 동안 다양한 유형의 범죄 중 특정 범죄의 빈도가 어떻게 변했는지에 대한 초기 분석을 시도한다. 이 연구는 사회적 재난 상황에 따른 범죄의 발생 특성, 일상활동이론 변화에 따른 행위자 간의 상호 작용의 복합성을 설명하는 데 기여하기 위한 목적으로 연구되었다. 따라서 이 연구는 특정 가설을 검증하거나 실험하지 않고 사회적 재난상황에서 특정 범죄가 초기에 어떻게 변했는지를 분석하며 정책적 대안을 제시한다. 분석 결과 코로나 19 감염증으로 인한 사회적 거리두기, 이동명령제한, 자택근무 등과 같은 일상활동의 변화는 범죄의 기회와 피해자의 취약성을 증가시키는 원인이라는 것이 밝혀졌다. 더불어 전염병의 두려움 때문에 범죄가 감소하는 상반된 현상도 나타났다. 따라서 사회적 재난 시 범죄의 기회나 전이가 발생되지 않도록 사회적 재난 상황에서 증가될 수 있는 범죄를 선별하고 대응할 필요가 있다. 이를 위해 형사사법시스템이 붕괴되지 않도록 치안활동의 정당성을 확보할 필요성도 정책적으로 필요하다. 마지막으로 사회적 재난과 관련한 범죄통계가 실시간으로 수집되고 공개되어 시기적절하게 사용되어야 한다.

영문 초록

Disaster makes a difference in society. Corona 19 infections are widespread worldwide and is making many changes. Changes in daily activities caused by disasters are creating various crime opportunities and transitions. Work from home under the social distancing policy reduced the chance of theft crimes, but increased the frequency of domestic violence. In addition, fears of infectious diseases have caused illegal foreign residents to return home voluntarily, but as the fear of infection spreads, hate crimes against Asians have also increased. When looking at the changing phenomena of these crimes, it is necessary to discuss how the social disaster, Corona 19 infection, affected the crime. This study attempts an initial analysis of how the frequency of certain crimes among various types of crimes has changed during the pandemic of the Corona 19 virus. This study was conducted with the purpose of contributing to explaining the complexities of interactions between people according to changes in the theory of daily activities and the occurrence characteristics of crime according to social disaster situations. Therefore, this study does not test specific hypotheses, analyzes how certain crimes have changed early in social disaster situations, and presents policy alternatives. Analysis revealed that changes in daily activities such as the social distancing, restriction of mobility orders, and work from home due to corona 19 infections are the causes of increased crime opportunities and vulnerabilities of victims. In addition, there were an opposite phenomena in which crime was reduced due to the fear of the epidemic. Therefore, it is necessary to select and respond to crimes that can be increased in a social disaster situation so that no chance or transfer of crime occurs during a social disaster. For this, it is also necessary to secure by policy the legitimacy of security activities so that the criminal justice system does not collapse. Lastly, crime statistics related to social disasters should be collected and disclosed in real time and used in a timely manner.
