아동친화도시 조성을 위한 자치입법 방향에 관한 고찰

국문 초록

본 연구는 아동친화도시 추진과 관련된 제도를 점검하고, 내실 있는 아동친화도시 조성을 위한 자치입법 방향을 제시하고자 한다. 이를 위해 유니세프 아동친화도시로 인증 받은 42개 지방자치단체의 아동친화도시 조성 조례를 분석하였다. 유니세프한국위원회가 제시한 아동친화도시 구축을 위한 10가지 구성요소에 대한 조례 반영률을 검토한 결과, 21개 지방자치단체에서 전체 지표에 대한 60%이상의 지표 반영률을 나타냈다. 또한, 29개의 개별 지표 중 13개 지표에서 90%이상의 반영률을 나타냈다. 반면, 아동권리전담부서 설치·지정에 관한 조항을 비롯하여 아동권리 인식 평가, 아동예산 분석 등 각종 평가와 관련된 조항 등에 대한 반영률이 낮게 나타났다. 분석결과를 토대로 아동친화도시의 지속가능성을 높이기 위한 조례의 제·개정 방안을 제시하였다.

영문 초록

The present study intends to examine the system related to child-friendly urban promotion and present the direction of self-governing legislation for the creation of a faithful child-friendly city. To that end, 42 local governments that were certified as child-friendly cities of UNICEF analyzed the ordinance on the creation of children-friendly cities. After reviewing the 10 components proposed by the UNICEF Korea Committee for Children-friendly Urban Development, Twenty-one local governments showed an indicator reflection rate of more than 60 percent on the entire index. In addition, 13 of the 29 individual indicators were reflected in more than 90 percent. On the other hand, the rate of reflection was low on clauses related to various assessments, including the provision on the installation and designation of child rights departments, the assessment on the recognition of children’s rights, and the analysis of child budgets. Based on the analysis results, the enactment and revision of the ordinance was proposed to enhance the sustainability of child-friendly cities.
