국문 초록

본 연구는 사회통합프로그램 이용자 만족도에 영향을 미치는 요인에 대한 탐색을 기반으로 수요자 중심의 정책적 개선을 시도하였다. 이때, 인구ㆍ사회학적 특성, 이민특성, 프로그램 품질을 고려한 다각적인 요인분석을 바탕으로, 사회통합프로그램의 수요자 시각에서의 정책적 발전 방안을 모색 하였다. 법무부에서 발간한 “사회통합프로그램 교육의 사회ㆍ경제적 효과분석 연구”의 원자료를 활용하여, 800명의 사회통합프로그램 이용자를 선별하였고, 순위로짓 분석을 시행하였다. 사회통합프로그램 이용자 만족도 요인분석의 주요 결과는 다음과 같다. 첫째, 서비스 품질이 인구·사회학적 특성, 이민특성과 비교할 때 상대적으로 높은 영향력이 나타났다. 둘째, 연령, 소득수준, 거주기간은 정적인 영향을, 교육수준은 부적인 영향을 미쳤다. 셋째, 서비스 품질 영역 중 전문성, 혁신성, 대응성, 정보제공성, 시설지원성, 친절성, 사후관리는 정적인 영향을, 편익성은 부적인 영향을 미쳤다. 마지막으로 거주지역, 출신국가, 체류자격에 따라 만족도 수준의 차이가 발생하였다. 분석된 결과를 기반으로 본 연구는 사회통합프로그램 이용자의 만족도를 증진할 수 있는 정책적 방안을 제시하였다. 첫째, 인테이크(intake) 실시 및 강화와 다른 적응 서비스와의 연계가 필요하다. 둘째, 인력 전문화와 예산 운영의 유연성이 필요하다. 셋째, 홍보 강화가 필요하다. 넷째, 이용자 의견 및 건의사항에 대응하기 위한 합법적 장치가 필요하다. 마지막으로, 사회통합프로그램 평가의 정례화가 필요하다.

영문 초록

This study is aimed to investigate factors influencing client satisfaction with Korea Immigration & Integration Program (KIIP) and find a way in which KIIP can be focused on client satisfaction, using ordered logit analysis. Utilizing Analysis of Socio-economic Effects of Korea Immigration & Integration Program published by the Ministry of Justice, this study extracted 800 immigrants who accessed KIIP. The findings showed as follow. First, service quality had more influence on client satisfaction with KIIP than socio-demographic and immigration characteristics. Second, service-users were satisfied with KIIP when they were aged, less educated, fluent in Korean language, increased income, and stayed in a metropolitan area. Third, there were different the modes of satisfaction with KIIP among ethnic groups and visa types. Finally, with regard to service quality’s sub-domains, professionalism, innovativeness, responsiveness, informationality, facility support, kindness, and follow-up management were positively related to satisfaction with KIIP while convenience was negatively related to its satisfaction. Based on the results, this study suggested policy strategies in which KIIP can be delivered considering client satisfaction. Intake, networking with other social adjustment services, manpower specialization, flexibility in budget management, strengthened public relation, the development of respond to service-users’ recommendations, and the regularization of evaluation were recommended.
