국문 초록

한국 사회운동의 발전과정을 요약하면 한국사회 민주화를 견인한 갈등 저항의 시기, 국내외 유리한 정치기회 구조 속에서 운동단체의 비약적 성장과 제도화를 경험한 사회운동 전성기, 그리고 운동조직 내부의 민주화 및 전지구화라는 운동의 지속가능성 과제를 마주한 사회운동의 성숙기 등의 세 국면으로 나눌 수 있다. 그러나 역설적이게도 이 세 발전국면이 압축적이면서도 동시적인 형태로 전개되고 있다는 사실이다. 본 논문은 이러한 운동의 과거, 현재, 그리고 미래의 모습이 혼재된 위기 상황 속에서 과연 어떻게 운동단체들이 합리적 조직구조와 운영방법을 체득해 갈 것인가를 운동의 민주화 및 전지구화라는 측면에서 조명하였다. 이를 위해 우선, 사회운동 발전 동학의 핵심기제라 할 수 있는 정치기회구조, 자원동원구조, 운동프레임, 그리고 연대성의 확대에 관한 최근의 연구물을 검토하였고, 이 분석을 토대로 한국 NGOs에 접목시킬 수 있는 대안들을 몇 가지 모델로 제시하였다. 그 예로 운동의 지역화, 소규모 단체들의 연합체, 사안 중심의 전문운동단체의 강화, 그리고 온라인/오프라인 운동의 전략적 수렴 등을 들 수 있다. 또한 운동조직의 합리적 운영은 곧 운동 조직의 지속가능성(sustainability)을 제고하는 것이기에, 이를 위해서 미래 NGOs는 운동의 정당성(legitimacy), 책임성(accountability), 그리고 투명성 (transparency)을 확보해야 함을 강조하였다. 더 나아가 앞으로 한국 NGOs가 정부의 정책변화를 선도하기 위해서는 운동의 전문성(professionalism), 대중적 지지에 기초한 운동의 생동성(vivification), 운동의 예측 가능을 제고하기 위한 운동의 객관성(objectivity) 그리고 운동 전략과 전술의 선진성(novelty) 과 타당성(validity) 등을 겸비하기 위해 부단히 노력해야 힘을 역설하였다.

영문 초록

Briefly we could divide the developing processes of Korean social movements into three stages: (1) a resisting and conflicting stage of social movement organizations (SMOs) hauling up political democratization; (2) a rocketed growth and institutionalizing stage of SMOs with favorable domestic and international political opportunities, (3) a maturing stage of SMOs, facing with two pivotal tasks of democratization within SMOs as well as globalizing social movements. Paradoxically, however, Korean SMOs have experienced such three stages compressively and simultaneously rather than sequentially. This article intends to illuminate how Korean SMOs could overcome such intermingled obstacles standing in achieving and managing a rationally organized structure with reference to two key concepts of democratizing and globalizing social movements. First, by reviewing recent social movement researches which focus on new phenomena including globalization, information technology, and transnationally networked solidarity movements, we intend to apply such significant concepts and mechanism as locality, federation, issue-specific professional groups, and a convergence between online and off-line movements to Korean SMOs. Secondly, the key issue for rationally managing a SMO lies in enhancing the sustainability of SMOs, which consists of three key indicators: legitimacy, accountability and transparency. Finally, promising NGOs in the future should develop and sustain several movement characteristics-professionalism, member s vivifying participation, predictable movements based on objectivity, and novelty and validity in movement strategies-keyed in preceding the government policy-making process.
