국문 초록

본 논문의 연구목적은 제3세계의 저개발 상태를 완화시키기 위해 활동하고 있는 다양한 행위자 중 비중이 점점 커지고 있는 개발NGO, 특히 CARE(Cooperative for Assistance and Relief Everywhere: CARE)와 OXFAM(Oxford Committee for Famine Relief: OXFAM) 의 역할을 국제개발레짐의 구조 속에서 규명해 보는 데 있다. 이 두 NGO 중 CARE는 유엔경제사회이사회로 부터 1991년에 포괄적 협의자격(General Consultative Status)을 얻은 국제NGO이며, OXFAM은 1973년에 특별자격(Special Consultative Status)을 부여받고 있기 때문에 각각 특성을 가지면서 국제개발원조에 기여하고 있다. 또한 국제정치환경의 변화속에 등장한 국제개발레짐을 분석함으로써 개발NGO의 배경과 특징을 설명하고자 한다. 국제개발레짐의 실행력을 보강하기 위한 개발NGO의 역할을 규명해 보고 개발NGO의 발전방안으로서 국제개발레짐이 원활하게 실행되기 위한 제약요인과 촉진요인을 국제개발NGO의 규범체계, 제도적 특성, 실행절차와 이행감시체제 등의 분석을 제시하고자 한다.

영문 초록

This inquiry is to analyze the roles of development NGOs, such as CARE(Cooperative for Assistance and Relief Everywhere) and OXFAM(Oxford Committee for Famine Relief), within the context of international development regimes. Such development NGOs have performed significant roles, as the importance of various international actors has been increased, in lessening the less-developed conditions in the Third World. With their specific missions, these two NGOs, CARE acquired the General Consultative Status from the UN Economic and Social Council in 1991 and OXFAM received the Special Consultative Status in 1973, have improved socioeconomic conditions of the less-developed countries. This paper also aims at explaining the background and characteristics of development NGOs through the examination of a variety of international development regimes emerged from the systemic changes in international political environment. It elucidates the roles of development NGOs to strengthen the performance capacity of international development regimes, and suggests ways of improving them through the comparative analysis of restricting and promoting factors in the normative ruling system, institutional traits, implementing procedures, and performance inspecting system.
