국문 초록

한국과 중국의 TV드라마 시장은 모두 시청률 지상주의라는 경향을 나타내고 있지만, 양국 TV드라마에는 제작방식부터 제작내용과 제작품질에 이르기까지 매우 다른 점들이 존재한다. 이 논문은 양국 TV드라마 산업에 있어서 국가와 시장이 작동하는 방식을 시장 중심형과 국가 중심형으로 개념화하여 그 차이를 밝힌다. 구체적으로는 양국 TV드라마 외주, 광고와 심의/심사 정책의 비교를 통해서 이와 같은 차이가 나타난 이유를 살펴본다. 첫째, 저작권 문제와 제작권 문제에 기반을 둔 외주정책의 차이다. 둘째, 한국 광고정책은 외주정책과 밀접한 관계를 둔 반면에 중국 광고정책은 방송국을 중심으로 이루어졌다. 셋째, 양국 심의 주체인 방송통신위원회와 광전총국의 기능차이로 자율심의와 타율심사라는 차별적인 심의/심사정책을 만들어냈다. 그리고 심의/심사의 차이로 인해 사전 완전제작 시스템과 ‘생방송’제작 시스템이라는 제작의 차이를 가져왔다. 결론적으로 한국과 중국의 드라마산업은 모두 국가 주도적인 경향을 지니고 있지만, 한국에서는 시장이 드라마 생산에 결정적인 영향을 미치고 있는 반면, 중국의 드라마 생산은 여전히 국가 영역에 놓여 있다.

영문 초록

Television drama plays a crucial role in shaping mass culture and characters in television dramas enjoy popularity among the mass both in South Korea and China. Television dramas in both countries share in common the tendency for the higher rate of an audience and the high dependency on a small number of celebrities. However, there is a significant difference between the two countries concerning the mode of production of dramas and contents and quality of them. Among others, producers of drama in South Korea use to produce subsequent series of drama while some parts of the drama are already on broadcasting on TV. In contrast, drama producers in China completed drama before airing on TV due to the regulations of State Administration of Radio, Film and Television(SARFT). Comparing the state’s policies on the television dramas, this paper attempts to explore the reason why there are striking differences between the two countries. More specifically, this paper focuses on the three aspects: copyrights and rights of producing dramas, modes of production of drama and the market problems reflecting the advertisement policy, and the problem of regulation associated with review and evaluation of the drama. In conclusion, the industrial policy on television drama indicates the political orientation as well as the cultural economy in both countries, different from other industrial policy.
