국문 초록

도시재생(urban regeneration)은 도시의 특정 공간이 노후하거나 혹은 지역경제가 전체적으로 침체하면서 지역 인구가 감소하는 등 점차 쇠퇴해가는 도시의 생명력을 회복시키려는 전략이다. 도시재생 방식 중 문화의 창조적 특성을 이용해 도시를 재활성화하고 지속가능한 도시로 변화시키는 것이 문화적 도시재생(culture-led urban regeneration)이다. 중국 절강성(浙江省) 통샹(桐鄕) 시에 있는 전통 도시 우쩐(烏鎭)은 지역이 보유하고 있는 역사, 문화적 요소를 활용하여 타 지역 사람들이 우쩐 지역을 여행 또는 방문하도록 도시재생을 성공적으로 실시하였다. 우쩐 시의 문화적 도시재생은 크게 세 단계를 거쳤다. 첫째, 역사 문화 관광지로서 우쩐을 개발했다. 우쩐 시는 1998년 상하이 통치대학(上海同濟大學)에 위탁하여 <우쩐 고진 보호 기획(烏鎮古鎮保護規劃)>안을 제출받았다. 이 방안에 따라 1999년 동책 지역을 개발하고, 2003년부터 서책 지역을 개발하여, 경쟁력 있는 전통문화 관광지로 변모했다. 둘째, 2013년부터 매년 국제연극제를 개최하여, 우쩐 시의 이미지를 단순한 관광지에서 문화도시로 브랜딩에 성공했다. 우쩐 국제연극제는 짧은 역사에도 불구하고, 중국 국내에서 ‘문화 우쩐’의 도시 이미지를 만들어냈고, 나아가 세계 연극인들이 주목하는 아시아 최고의 도시 연극제로 성장하고 있다. 셋째, 우쩐 시는 미래 스마트도시를 추구하고 있다. 문화도시를 바탕으로 ‘세계 인터넷 대회(World Internet Conference)’를 2014년부터 개최하고 있고, 2015년부터 디지털산업 박람회를 함께 개최하여 전통 문화도시에 스마트시티의 기능을 접목하려고 노력하고 있다.

영문 초록

Urban regeneration is a strategy to restore the vitality of a city that is gradually declining, with certain areas of the city being aged or the overall local economy stagnating and the local population declining. Culture-led urban regeneration is one of the urban regeneration methods: “to regenerate and revitalize the old city through cultural creative activities and to grow and develop as a part of a sustainable city and a key cultural place.” The old city of Wuzhen in Zhejiang Province in China successfully carried out urban regeneration that encouraged people from other regions to visit the area by utilizing the historical and cultural elements of the region. The cultural urban regeneration of Wuzhen City took three major steps: First, it developed Wuzhen as a historical and cultural sightseeing spot. In 1998, Wuzhen City was commissioned to the Shanghai Tongqi University, and submitted a proposal for the “Old city of Wuzhen Protection Project”. In accordance with this plan, Wuzhen developed the East district area in 1999, developed the West district area in 2003, and transformed it into a competitive traditional cultural sightseeing spot. Second, since 2013, Wuzhen have held an international theater festival every year, and succeeded in branding the image of Wuzhen City from a simple tourist destination to a cultural city. Despite its short history, the Wuzhen International Theater Festival has created a city image of ‘Cultural Wuzhen’ in China and is growing into the best city theater in Asia, attracting attention from world theater companies. Third, Wuzhen City is pursuing a future smart city. Based on the cultural city, it will host the World Internet Conference from 2014, and from 2015 it will hold a digital industry expo to establish future core industries in traditional cities.
