청렴도 평가 개선방안에 대한 소고

국문 초록

청렴도 평가는 2002년부터 실시해 오면서 공공기관에 많은 영향을 주고 있지만, 이에 대한 연구는 찾아보기 어렵다. 청렴도 평가 결과를 종속변수로 사용한 연구는 찾아볼 수 있지만, 청렴도 평가의 방법에 대해 문제점을 찾고 이에 대한 개선안을 제안하는 연구는 극히 드물다. 청렴도 평가의 문제점은 무엇이고 어떻게 개선할 수 있는가? 이 연구질문에 답하기 위해 본고는 청렴도 평가의 방법을 분석하고 개선방안을 제시하였다. 본고에서 제안하는 청렴도 평가의 개선방안은 크게 현재 측정 방법을 유지하되 활용에 있어서 개선방안과, 현재 측정 방법에 있어서 개선이 필요한 사안으로 구분된다. 전자와 관련하여 첫째, 기관 정보를 제거한 후 종합 점수 및 세부항목 점수 등을 공개해야 한다. 둘째, 표준오차 등 비교에 참고할 수 있는 정보를 제공해야 한다. 후자와 관련하여 첫째, 기관 간 비교를 위한 점수산정 방법과 기관 내 변화를 측정하기 위한 점수산정 방법이 달라야 한다. 둘째, 설문대상자의 응답률을 높이기 위한 인센티브 도입 등에 대해 검토할 필요가 있다. 결론에서는 본문에서 언급한 개선방안 외에 추가적인 제언도 제시하였다. 첫째, 시계열 자료로 활용가치를 제고하기 위해서는 우수기관 등에 대한 측정 면제 제도를 폐지하여야 한다. 둘째, 모형이 어느 정도 완성되면 평가 항목 등에 대한 변경을 최소화하여야 한다. 셋째, 거대부패에 대한 측정 수단으로 고위직 청렴도 평가 도입이 필요하다. 이러한 제안이 향후 개도국에 대한 청렴도 평가 도입과 국가청렴도 측정 지수 개발에 도움이 되길 기대한다.

영문 초록

Since 2002, the Anti-Corruption & Civil Rights Commission (ACRC) of South Korea has conducted an integrity assessment to measure the level of integrity among public organizations. While some studies use the results of the integrity assessment as the dependent variable, it is difficult to find research that deals with the methodology of this integrity assessment. How can we improve the integrity assessment to better measure the level of integrity among public organizations, and how can we make better use of it? To answer this research question, this study investigates the methodology of the integrity assessment and puts forth several opinions. With the current methodology, first, the ACRC should inform the public of not only the grade but also the score. Second, standard errors that result from a low answering rate should be informed. With the methodological changes, first, the ACRC should generate two-types indices for making comparisons between and within organizations. Second, the ACRC should provide incentives to respondents in order to increase the answering rate. In conclusion, the study additionally suggests that the list of public organizations to be evaluated should not be changed, even if some organizations have excellent scores and evaluations of them seem unnecessary, the integrity assessment should remain consistent and not be changed from year to year, and that the level of integrity of the high-ranking officials should be measured.
