공직윤리 왜 어렵고 힘든가?

국문 초록

본 연구는 공직 윤리가 왜 어렵고 거의 불가능한 주제이며 문제인지를 밝히는데 있다. 공직 윤리를 어렵게 하는 요소로 공직 윤리의 모호성과 복잡성, 기능 행정학, 관료제 한계, 정치적 중립성, 구조의 논리, 외적 통제와 내적 통제의 문제, 개인과 조직의 자율성, 영성의 문제, 정부 공동화, 그리고 윤리 지성과 역량을 살펴보았다. 이러한 요소들은 서로 분리된 이슈가 아니라 서로 매우 밀접히 연결되어 있는 문제들이다. 본 연구 결과의 핵심 함의는 공직자들이 위와 같은 도전적이고 사악한 문제들을 자만보다는 겸손한 태도로 접근하고 관료조직에서 이루어지지는 수많은 결정의 불가능성을 인정할 때 진정한 윤리적 결정의 가능성을 엿볼 수 있다는 것이다. 진정한 결정은 규정의 기계적 적용이 아니라 갈등하는 수많은 가치를 가지고 고뇌하고 절망할 때 진정한 책임 있는 결정의 가능성이 보인다는 것이다. 다른 시사점에 대한 논의가 이어졌다.

영문 초록

This study intends to shed light on why public service ethics is hard to deal with and become an almost impossibility issue. These challenges include ambiguity and complexity of public service ethics, functional public administration, the limitations of bureaucracy, political neutrality, the logics of structure, external and internal controls, individual and organizational autonomy, emotions and spirituality, hollow-out government, and ethical intelligence and competence. These issues and problems are not separated, but are very much interrelated. The key implication of this study lies in that when public servants deal with these challenging and wicked problems with humble attitude, and admit the impossibility of administrative ethics in public decision making, we can see the plausibility of authentic decision making in ethical issues. Furthermore, the possibility of authentic and responsible decision making lies ahead when we juggle with competing and conflicting values in agony and despair, not when mechanical application of rules is applied. Further discussion of other implications of these issues is followed.
