국문 초록

본 논문은 지구화가 오늘날 가장 바람직한 정치이념으로 받아들여지고 있는 민주주의에 미친 영향과 변화를 고찰하는 데 목적이 있다. 지구화가 사회적 관계의 범위를 영토국가에서 세계 공간으로 전이시킴으로써 권력의 다변화, 정치세력의 다원화를 가져와 민주주의 발전에 기여하리라는 전망과 달리, 오늘날 민주주의는 몇 가지 위기를 갖는다. 첫째, 영토적 경계에 의한 국민국가를 전제로 발전해 온 민주주의는 지구화에 따른 자치적이고 자율적인 국가주권의 약화로 인해 주체의 위기를 맞는다. 둘째, 기왕의 민주주의가 권력 소재와 책임성이 일치되는 영토국가에서 일어난 반먼, 글로벌 거버넌스 체제에서의 불분명한 주권의 소재는 책임성의 부재를 결과한다. 이러한 위기에 덧붙여, 지구화의 요체라 할 수 있는 경제적 세계화는 제3세계 국가들의 민주주의 공공화에 방해가 되며 UN, 국제기구, INGOs, 다국적 기업 등의 초국가 행위자들의 글로벌 거버넌스 체제의 의사결정 구조도 비민주적이라는 비판이 일고 있다. 밝지 않은 민주주의 전망 속에서, 본 논문은 지구시민사회와 지구 민주주의의 담론을 통해 민주주의의 미래를 위한 방향을 제고하는 기회를 갖고자 한다.

영문 초록

This paper intends to explore the future of democracy in the age of globalization, which has changed the core of political and economic activity from a territorial state into borderless world. It is argued that globalization would cause the diversification of power and the pluralization of political forces and so contribute to the development of democracy. But democracy today faces some crises. One is the crisis of subject, which derives from the weakness of the citizen s power due to the decline of state sovereignty. The other is the crisis of accountability caused by the crisis of subject, which came from the structure of global governance in which the locus of accountability is not clearly made. In addition to these crises, the economic globalization is an obstacle to the consolidation of democracy in Third-World countries. And the undemocratic decision-making processes of global governance, of which the main actors are the UN, international organizations, INGOs, and multi-national corporations, are frequently criticized. In taking a pessimistic view of the prospects of democracy, this paper suggests that the ideas of global civil society and global democracy are ways with which to promote the future of democracy.
