국문 초록

한국국민은 1987년 6월 항쟁이후 권위주의 정권으로부터 민주주의 법적.제도적 장치를 마련하였다. 그러나 성숙한 민주주의는 절차와 제도의 완성만으로 이루어지는 것이 아니다. 민주화는 한국의 시민사회 발전의 중요한 계기가 되어서 시민·사회단체가 많은 성장을 하고 있다. 시민사회는 국가와 대비되는 개념으로 민간 차원에서 비영리활동을 목적으로 하며, 시민들의 자발적 조직에 의한 자율적인 활동을 중시한다. 1991년 이후 지방자치제도가 확립되면서 지역의 시민사회의 활동이 점차 중요성을 더해간다. 성숙한 민주주의 발전과정에서 지역시민사회의 역할과 발달이 중요하다. 한국의 시민사회는 주로 중앙 무대에서 활동 하였으며 국가적인 중요 사안에 대해서 이슈화 하였다. 이제까지는 지역의 일상적인 실제의 시민 생활과는 다소 거리가 있는 운동을 해 왔던 것이다. 본고에서는 노원구의 70여개 시민사회단체 중, 회원들의 회비나 값진 후원금에 의하여 스스로 참여하여 사업을 진행하는 순수한 시민단체들을 소개한다. 그들의 지역사회에서 행하는 환경보전, 나눔의 봉사, 권력의 감시, 더불어 사는 사회 만들기, 교육 등의 사회활동은 이제 노원지역의 시민들에게 있어서 매우 중요한 위치에 있다. 나눔의집은 1986년 빈민 밀집지역이었던 상계동지역에서 달동네의 철거민을 상대로 하였던 사업에서 시작하였고, 노원지역의 가난하고 소외된 서민과 그들의 자녀들을 대상으로 나눔을 실천하는 시민사회단체이다. 마들주민회는 1990년 10월 상계어머니학교라는 이름으로 상계3, 4동 지역의 빈민여성 교육을 시작해, 저소득 빈민 여성의 자주적 삶을 찾아 주고자 힘써 오며, 1993년부터 상계어머니학교를 개설 배움의 기회를 놓친 여성들에게 한글, 영어, 상식, 취미 반을 운영 현재까지 약 2,000 여명의 졸업생을 배출하였다. 98년부터는 저소득 아이들에게 창조적 소양을 심어주고 나눌 줄 아는 공동체 정서 함양을 위한 마들창조학교를 운영했다. 중랑천사람들은 환경에 관심이 있는 시민들이, 정부와 행정의 손을 빌리지 않고 스스로 중랑천에서 고기가 살고, 어린애들이 물장난치는 옛 중랑천을 되살리기 위한 환경 운동을 하고 있다. 뿐만 아니라 중랑천을 살리기 위한 사업과 주위의 환경 보존을 위한 일을 하는 시민단체이다. 노원시민행동은 1987년을 전후하여 민주주의를 쟁취했던 세력과 민주주의 정착을 위해서 노력하던 참여형 시민그룹이다. 그들은 노원지역의 발전을 위하여 지역 풀뿌리 민주주의 공공화를 위해 구청의 업무를 감시하고 대안을 제시하는 일과 서민 장애인을 위한 복지부문의 업무를 하고 있다. 노원 쓰레기 소각장(노원자원회수시설) 반대 시민운동은 서울시가 1991년 8월 17일에 노원지구에 쓰레기소각장 건설 계획을 승인하고 발표한 후, 1992년부터 주민들이 소각장 건설에 반대하여 서울시 등을 상대로 반대 투쟁을 벌인 단체이며 지금도 감시활동을 하고 있다. 그 외에 노원마을 숲가구기, 여성 민우회, 태릉성당 납골당 반대 투쟁위원회 등 지역 시민단체들이 있다. 지역의 시민운동은 재정의 부족문제, 참여시민의 의식 결여, 능력 있는 운동가의 충원 등의 많은 문제점을 안고 있다. 현재의 한국사회는 남과 북의 대립 이외에, 환경문제, 빈부의 격차, 지역 간의 불균형과 대립, 노·사간의 대립, 실업의 문제, 노인과 복지문제 등 풀어야 할 과제가 산적해 있다. 이를 해결하기 위한 노력은 정부와 기업 외에 시민사회운동의 역할이 어느 때보다도 더 필요한 때이다. 더블어사는 성숙한 민주사회는 국가와 기업은 물론 시민사회의 조화를 통해서 완성될 것임이 분명하다. 그런 의미에서 아직까지 걸음마 단계인 지역 시민사회의 발전을 기대한다.

영문 초록

Since the Uprising of June in 1987 Korean people have prepared the legal and institutional instruments for democracy leaving behind the authoritarian regimes. However, mature democracy cannot be reached with sole completion of procedures and institutions. Democratization has meant an important opportunity for the development of Korean civil society and thus, many civil groups are growing up. The concept of civil society contrasts that of the state. It has nonprofitable activities as its purpose, it depends on citizens spontaneous organizations and it gives priority to autonomous activities. Local civil society s activity is getting an increasing importance since the establishment of regional self-government system in 1991. The role and the development of local civil society are very important in the developing process of a mature democracy. Korean civil society has displayed its activities primarily on the central scenario of both national and international level. But the truth is that so far, its activities have been developed a little distanced from the citizens everyday lives. In this article, I introduce, among the 70 civil groups in Nowon district, those groups that are working through the participation by membership fee or supporting fund. Their social activities (that go from environment preservation, sharing volunteering activity, control of power, making a living together society , until education) have occupied a very important place for Nowon s inhabitants. The Sharing House (Nowon Nanum) has started working with those who have been removed from Sangge Dong s slum in 1986, and it s a civil association that works for those impoverished and excluded and their children The Madlejumin Asociation has begun working in October in 1990 under the name of School of Mothers of Sangge . It started educating women under impoverished conditions in Sangge 3 and 4 district in order to help them find an independent life. In 1993 the School of Mothers of Sangge was opened, and since then, it began teaching Korean, English, general knowledge and hobbies to those women who had lost the opportunity to learn them. So far, there have been around 2000 graduated students. Since 1998 it has also started teaching under income children with the purpose of fostering a community with the sharing spirit. The People of Junrangchun are very interested in environmental issues. They are displaying environmental activities in order to revive the Jungranchun where fishes can live and children can swim . Moreover, it is a civil organization that works not for the revival of the Jungranchun , but also, for the preservation of the environment around. Nowon Citizen s Action is a civil group with a participating spirit characteristic of the democratic movement of 1987. It is working for the democratic consolidation and development in Nowon s district by supervising the district office, offering alternative choices and taking care of social welfare area for handicapped people. The civic movement against the establishment of garbage burning ground in Nowon has started after Seoul City s government announced its approval in August, 17th of 1991. Thus, since 1992, its inhabitants have gathered themselves to control and fight against its establishment. There are besides more civil associations such as the movement of forest caring in Nowon s village , the association of women friendship , and so on. Local civil associations main problems are budget insufficiency, lack of citizen s participation and recruitment of competent activists. Presently, the Korean society is facing multiple tasks to solve: on one hand, it is facing the North and South confrontation; on the other hand, it has to deal with environmental issues, inequality, asymmetry among regions, capital-labor conflicts, unemployment, senior citizens and welfare, and so on.
