국문 초록

이 연구는 한국NGO에 대한 인식연구와 지역연구의 필요성과 중요성에 기초하여 한국사회 중 강원지역을 선정, NGO실무자가 가지고 있는 인식을 실증적으로 규명·분석하여 한국 NGO에 대한 지역적 차원의 이해를 구하는데 그 목적이 있다. 한국의 지역NGO 실무자들 스스로가 그들의 조직과 운영 및 활동과 관련하여 그 인식의 정도가 어떠한지를 밝히고 나아가 지역적 차원의 결과를 통해 한국NGO의 바람직한 발전 방향을 모색하고자 한다. 바람직한 NGO의 활동이 이루어지고 그 위상이 정립되기 위해서는 NGO구성원이 어느 정도 NGO의 활동과 부합되는 가치관을 가지고 있어야 하는 것은 당연하다. 그러한 이유는 NGO의 활동이 시민의 기대를 저버리고 불신 속에서 이루어지게 된다면 NGO의 존립의 근거는 사라지고 그 유지 또한 어려울 뿐만아니라 그들의 활동을 정당화하기는 어렵기 때문이다. 따라서 NGO활동과 관련하여 누구의 인식이 중요한가를 묻지 않을 수 없고, 이에 대한 대답은 역시 NGO를 이끌어 가는 활동가뿐만 아니라 NGO의 활동을 바라보는 사회구성원의 인식이 중요하다고 할 수 있다. 만일 NGO가 그 존립기반인 시민의 신뢰를 져버렸거나 혹은 태생적 동기와 목적에 부응하지 못하고 있다면 한국의 NGO에 대한 부정적인 평가가 가능하며 시민운동의 부분적인 역기능을 설명할 수 있는 나름대로의 근거를 제공할 수 있다.

영문 초록

This thesis is designed to study the perception and locality of Korean NGOs, whereas most of the current researches are geared toward specific NGOs or NGOs active in Seoul. This research aims to understand local NGOs in Korea through identifying and analyzing the current perceptions the NGOs activists of Gangwon Province have on the local NGOs. At this stage, a research on the operation and perception of local NGOs is very valuable in the study of Korean politics because such recognition of NGOs as well as their current social stature is deeply related to their very survival. This study used questionnaires to discover the understanding of and difference between the perceptions of member of society, such as local NGO activists, residents, legislators, governmental employees, and journalists, in regard to NGOs in Gangwon Province. Data with corroborative evidence were collected through conducting individual-level analyses on the member of society. The members of society must possess values that coincide with the objectives of NGOs for the organizations to maintainits activities and establish their stature. Without such a basis, NGOs will lose the interest and trust of the citizens, thereby failing the basis for their existence. Thus, one needs to ask the citizens perception on matters relating to NGOs as well as their understanding of NGO members and their activities. If NGOs were to lose the trust of citizens or if they were to fail their expectation and trust, it would be possible for one to assess such status of Korean NGOs as a civic movement without any substantial involvementof the citizens, and such an outcome can beused to explain the shortcomings of NGOs in part. The current Korean society is in the era of regional politics. There are now more NGOs operating away from the capital. Now, the locals are directly influenced by the activities of local NGOs rather than NGOs operating the capital. Thus, conducting a research on local NGOs has become as important as a research on Korean NGOs in general.
