국문 초록

21세기는 이른바 비정부기구의 역할이 커지는 시대이고 참여민주주의 시대이다. 기존의 환경정책과정이 관주도의 일방적 결정 집행이라는 특징을 가지며, 정책의제설정, 결정, 집행, 평가에 이르는 정책과정 전반에서 정책참여자를 둘러싼 많은 문제가 있다는 점에 착안하여 연구를 진행하였다. 환경 NGO의 정책결정과정의 참여 증대가 장기적으로 환경정책과정의 민주화와 정책의 합리성 증진에 기여할 것이라는 기대 하에, 현재 환경NGO가 환경정책결정과정상 얼마만큼의 영향력을 행사하는지를 파악하고, 향후 참여 활성화 방안을 마련하는데 목적을 두고 있다. 연구결과 환경NGO의 영향력 행사방법을 ‘I. 간접적·비공식적 방법’, ‘II. 직접적·공식적 방법’, ‘III. 파행적 방법’이란 3가지 속성으로 분류하여 각각 명명하였다. 이렇게 분류된 영향력 행사방법의 활용에 대해 환경관련부처 공무원, 환경 NGO, 시민의 특성별로 유의미한 차이가 있었으며, 인구·사회학적 특성에 따라서도 견해 차이가 있음을 밝혔다.

영문 초록

This dissertation is an empirical study on the participation of environmental non-governmental organizations (ENGOs) in the process of environment-related policy decision-makings in Korea. Since the bureaucrat-driven environmental policy decision-making process has resulted in the problems in policy implementation, this dissertation has the goals to attain both democracy and rationality in the process of environmental policy makings and to gain the efficiency of environmental policy implementation by allowing the participation of ENGOs. The followings are the finding to enhance the participation of ENGOs in the process of environmental policy decision-making in Korea. There should be a channel for ENGOs to input their alternatives into the environmental policy decision-making system of governments. The relationship between ENGOs and governmental agencies should be shifted to be cooperative and productive. There should find the ways to obtain the financial independence of ENGOs that is the most important problems they are now facing. There should construct an effective communication network among ENGOs, academics and research insptutions in order to enhance the expertise of ENGOs. Citizens should be aware of the functions and roles of ENGOs that represent public interest and participate voluntarily and actively in the activities of ENGOs.
