국문 초록

고등교육 국제화 정책과 전략으로 국내 대학의 외국인 교원 수가 급증하고 영어전용 수업정책이 확대되면서 각종 갈등과 문제점이 발생하고 정책의 실효성 문제가 제기되고 있다. 국제화의 외연적 확장보다 글로벌 역량의 질적 제고를 위한 실질적인 방안 마련이 필요한 시점이다. 본 연구는 국내 A 대학교의 외국인 교원정책과 영어전용 수업정책 사례분석을 통해 대학의 글로벌 교육역량과 국제화 전략의 질적 제고 방안을 모색하고자 했다. 정책을 시행하는 과정에서 발생하는 실질적인 사안과 쟁점 규명을 위해, A 대학교의 외국인 전임교원현황을 분석하고 현황분석에서 드러난 쟁점을 바탕으로 외국인 교원들을 대상으로 심층 면담을 했다. 연구결과, 특정 국가 및 언어권 출신 편중, 신분 불안정 및 성별 비율 격차 등의 정책적인 쟁점들이 드러났다. 영어전용 수업정책의 목적 혼란과 이로 인한 외국인 교원의 역할과 정체성 혼란, 언어와 문화 차이로 인한 소통문제, 학과 및 대학활동의 제한적 참여, 한국어 사용 문제와 상호문화 역량 부족 등이 구체적 사안으로 나타났다. 연구결과를 토대로, 포용적 다양성 담론에 근간한 외국인 교원 정책 목표 재설정, 교육적 관점에서 체계적인 영어전용 수업정책재고, 영어전용 수업 교육과정 재구성 및 교수-학습 전략 지원, 상호문화 의사소통과 감수성제고 등 글로벌 교육역량의 질적 제고를 위한 정책적, 교육적 시사점을 제안했다.

영문 초록

This article engages with the issues of internationalization of higher education with a focus on the presence of international faculty and English-medium instruction (EMI) policy at a Korean university. Over the past decade, in the wake of the governmental initiatives of internationalization, there has been a rapid increase in the number of international faculty and EMI courses in Korean higher education. The changes brought about by the internationalization process have been both opportunities and challenges for all populations on campus including students, faculty and staff. This case study was conducted at a private university in Korea, interviewing international faculty members to gain the insights and implications from their own lived experiences for future policy direction and practice. The findings suggested that the lack of clarity in the goal of the university’s internationalization policy had entailed the confusion and misconception about the international faculty’s roles and identities, and that the restrictive language policy surrounding EMI had been complicated with culturally different ways of communication, varying degrees of faculty engagement and commitment to the university, and the lack of intercultural competence.
