창업보육센터의 이해관계자 연계 창업혁신활동 및 평가항목 개발에 관한 탐색적 연구

국문 초록

본 연구의 목적은 인력과 시설 및 장비를 확보한 창업보육센터가 대내·외적인 환경변화와 업무의 유사·중복성으로 점차 입지가 축소되고 있는 상황에서 창업보육센터의 역할을 확대하고 성과를 높이는 방안을 마련하고 이를 측정하는 지표를 제안하여 새로운 도약의 기회를 찾아보고자 하는 데 있다. 이를 위해 대학과 정부, 그리고 기업의 역할에 대한 새로운 접근법인 트리플 힐릭스(Triple Helix) 관점에서 창업보육평가지표 및 항목을 점검하여 창업보육센터가 지방정부, 기업과 연계하여 성과를 창출할 수 있는 역할의 도출과 이를 평가할 수 있는 지표를 제시하였다. 나아가 창업교육, 사업화지원, 공간지원과 네트워킹 등 정부 주도형으로 운영되는 유럽연합의 기업가정신 혁신프로그램의 성과지표와 중앙정부의 주요창업지원 사업의 성과측정지표를 세부적으로 비교·분석하여 창업보육센터에 필요한 혁신활동을 추가로 도출하고 이에 대한 측정항목을 제안하였다. 또한 새로운 혁신 활동의 개념 정립과 실행 중심적인 역할 모형을 정립하기 위해 구성원과 이해관계자, 그리고 창업보육센터의 지원서비스 관계를 종합한 BIPER(BI Performance-Enhancement-Roadmap)모델을 제시하였다. 내재적 BIPER 활동을 강화하기 위해 조직구성원인 센터장과 매니저를 중심으로 조직의 흡수역량 강화와 위기대응역량 강화, 그리고 리더십역량 강화로 구분하며, 외재적 활동의 활성화를 위해 창업보육위원회가 창업보육의 중심이 되어 창업과정, 창업교육 등을 지원하는 것이다. 이러한 BIPER 모델이 일반적으로 적용되었을 때 센터장과 매니저 간의 내재적인 관계를 통해 성과 강화가 이루어지며 창업보육센터를 중심으로 형성된 외재적인 영향 관계에 따라 창업보육센터의 혁신 활동 및 성과확산이 더욱 활발해질 것으로 기대한다.

영문 초록

The purpose of this study is to develop and propose new evaluation index that can be used to expand the role of the Business Incubation Center and increase the Performance of Incubation. To this end, this study conducted a case study method. First, to develop innovative activities, the Index of Business Incubation Performance were checked from the triple helix point of view to provide an indication of the role that Business Incubation Center can play in conjunction with local government and businesses to derive and evaluate its performance. Second, the performance indicators of the EU s Entrepreneurship Innovation Program and the 11 Startup Support Program of the Korean central government were analyzed closely to develop assessment indicators for new innovative activities. Through a comparison of the evaluation index of the existing Business Incubation Center with those of domestic and international cases, the index to be added was found and a new measurement item was proposed. In addition, a BIPER (BI Performance-Enhancement-Roadmap) model was proposed that aggregate support service relationships between members, stakeholders and Business Incubation Center in order to establish concepts of new innovative activities and an action-driven role model. To strengthen internal BIPER activities, the Commission on Business Incubation Center is to support start-up process, start-up education, etc. by dividing the organization s absorption capacity into strengthening its crisis response capability, and leadership capabilities, focusing on the director and manager of the Center, which are members of the organization, and supporting the start-up education and others in order to promote external activities. When this BIPER model is generally applied, it is expected that the internal relationship between the Director of the Center and the Manager will enhance performance, and that the innovation and performance of the start-up child care center will become more active depending on the external influence formed around the business incubation center.
