정부 창업지원의 성과와 과제

국문 초록

각국은 창업지원에 다양한 노력을 기울이고 있다. 우리 정부도 10여년 동안 창업지원을 양적으로 확대해 왔다. 이 연구는 2015년 기준 정부의 창업지원 사업 중 예산이 크고 사업화 지원으로 성격이 동일한 3개의 사업 즉, 창업성장기술개발, 창업맞춤형사업화, 창업아이템사업화 사업을 대상으로 지난 7년(2011~2017) 간의 정부지원에 대한 효과 분석을 수행하였다. 정부 창업지원 사업의 효과는 생존율에 미친 영향과 지원 이후 경제적 성과의 향상으로 보았다. 생존율 분석은 카플란-마이어 법을 활용하여 지원업체의 생존율이 기업생멸행정통계의 생존율보다 높은지 확인하였다. 또한, 창업지원 이후의 경제적 성과는 수혜기업과 유사 비수혜기업 간 정보를 상호비교하는 PSM 방식을 활용하여 성과를 추정하였다. 분석 결과, 지원받은 창업기업의 생존율은 2인 이상 제조 기업의 생존율과 비교하여 높았다. 그러나 경제적 성과 검증에 있어서 지원업체의 성장 효과(매출 증가율)는 유의하지 않았다.

영문 초록

In this paper, among the 68 government start-up support projects shown in the K-startup integration announcement in 2015, we conducted an analysis of the effects of the same projects due to the support of the item commercialization with the direct support method. The effects of the government s start-up support program was classified into the effect on the survival rate and the improvement of the economic performance after the support. Specifically, survival analysis was performed using the Kaplan-Meier method to determine whether the survival rate of the support companies was higher than the survival rate of the enterprise survival statistics. Also, The economic performance after the start-up support was estimated by using the PSM method which compares the information between experimental group and control group. The targets of the analysis are the start-up companies that received financial support from the recent 7 years (2011-2017) as Start-up Growth R&D, Start-up Customized Commercialization, and Start-up Items Commercialization Program. The results of the analysis show that the survival rate is higher than that of the manufacturing companies with two or more persons. However, the growth effect (sales growth rate) was not significant.
