독일의 고령자 고용촉진정책에 관한 연구

국문 초록

본 연구의 목적은 일찍이 노동시장 불안정과 인구고령화를 경험한 독일의 고령자 사회·경제활동 현황을 파악하고, 고령자 고용촉진정책의 핵심이라고 할 수 있는 Initiative 50plus와 Perspective 50plus 정책을 분석하여 우리에게 주는 정책적 시사점을 모색하는데 있다. 분석결과 독일 고령자의 경제 활동참여율이 빠르게 증가하는 것으로 나타나는데 이는 다음과 같은 요인들에 기인한다. 첫째, 2001년에 EU가 채택한 ‘Stockholm target’ 이후 고령근로자의 고용률 50% 달성을 위한 독일 정부와 노·사의 적극적인 노력의 결과라고 할 수 있다. 둘째, 공적연금 수급연령의 상향조정(65세에서 67세)과 조기연금의 수급요건 강화 및 연금액 삭감이라는 제도적 변화에 기인한다. 셋째, 독일 경제가 2008년 금융위기를 극복하고 강한 경제를 구가하고 있으며, 노동시장 상황도 호전되었다. 넷째, 과거와 비교할 때 현재 고령자 그룹으로 진입하는 구서독 지역 여성 코호트들(cohorts)은 젊었을 때 이미 안정적인 고용상태에 있었기 때문으로 볼 수 있다. 다섯째, 지속적인 인구고령화로 인해 1999년 이후 50세 이상 근로자의 경험과 능력이 더욱 중요해졌다. 여섯째, 2007년 이후 고령자 고용률의 급격한 성장은 Initiative 50plus 등 고령자 대상 적극적 노동시장정책이 고령근로 활성화에 긍정적 요인으로 작용하였기 때문이다. 이에 본 연구에서는 독일의 고령자 고용촉진정책의 분석 및 평가를 통해 다음과 같은 시사점을 제시하였다. 첫째, 실질은퇴연령과 공적연금 수급개 시연령 간 격차를 줄일 수 있는 대책마련이 필요하다. 둘째, 노인일자리 창출을 넘어 각 기업이 실질적으로 고령자를 채용할 수 있도록 재정적 지원을 확대 하는 것에 대한 검토가 필요하다. 셋째, 독일의 Perspective 50plus에 서 나타난 공공과 민간, 지역과 중앙의 네트워크에 주목할 필요가 있다. 넷째, 기간제 근로계약 요건의 완화에 대한 검토가 필요하다.

영문 초록

This study analyzes the current status of social and economic activities of the elderly in Germany which has experienced instability in the labor market and population aging earlier than Korea, and suggests policy implications for us by analyzing the Initiative 50plus and Perspective 50plus policies, which are key to the employment promotion policy for the elderly. The result of a rapid increase in the participation rate of the elderly in Germany is due to the following factors: First, it can be said to be the result of active efforts by the German government, workers and employers to achieve 50 per cent employment rate for older workers since the Stockholm target adopted by the EU in 2001. Second, it is due to institutional changes such as increasing the pensionable age of public pension (65 to 67) and strengthening the requirement conditions of early pension and the reduction of the amount of pension. Third, the German economy has overcome the 2008 financial crisis and is enjoying a strong economy, and labor market conditions have also improved. Fourth, compared with the past, the women s cohorts in the Old West German region who are now entering the elderly group can be attributed to their already stable employment status when they were young. Fifth, the experience and ability of workers over 50 have become more important since 1999 due to the continued aging of the population. Sixth, the rapid growth of the employment rate for older people since 2007 was due to the positive factors of active labor market policies for them, such as the Initiative 50plus. Thus, through the analysis and evaluation of Germany s employment promotion policy for older people, the following implications were proposed in this study: First, the government needs to prepare measures to reduce the gap between the retirement age and the age of the beginning of the public pension. Second, consideration needs to be given to expanding financial support so that each company can actually hire senior citizens beyond the creation of senior jobs. Third, it is necessary to pay attention to the public and private, regional and central networks that emerged from Germany s Perspective 50plus. Fourth, a review of the easing of requirements for term work contracts is needed.
