국문 초록

이 연구는 1960, 70년대 노르트라인-베스트팔렌에서 전개된 중등학교과정에서의 교육개혁 양상을 다루고 있다. 이 시기 교육개혁은 당시 서구의 사회경제적 변화와 맞물려 이루어졌다. 1950년대부터 나타났던 경제구조의 변화, 민주주의 확대 등의 새로운 경향이 전통적인 교육시스템의 변화를 요구했던 것이다. 서독사회는 지속적인 성장과 발전을 위해 낡은 체제를 개혁 하는 것이 요구되었다. 교육개혁과 관련된 여러 선행연구들이 존재하고 있는데, 대개 지역단위의 상황을 다루고 있다. 그러한 연구경향은 각 주가 교육주권을 가지는 독일 연방공화국의 특성으로 인해 교육정책이 지역마다 일정한 차이를 보이기 때문이다. 개혁의 실제 전개과정을 이해하기 위해서는 지역적 차원의 연구가 우선할 수밖에 없었다. 특히 노르트라인-베스트팔렌은 교육개혁 역사 에 있어서 중요한 위치를 점하고 있다. 그렇지만 기존 연구들은 대개 짧은 시기만을 제한적으로 다루었고, 주제 역시 ‘종합학교’를 둘러싼 논쟁 또는 대립으로 한정하였다. 본고는 노르트라인-베스트팔렌의 학교제도 개혁 과정을 보다 장기적인 시각에서 분석하였다. 무엇보다 주요한 개혁과제 및 쟁점들을 기민당과 사민당의 교육정책을 중심으로 다루고 있다. 1962년부터 1970년까지의 시기에 양 정당은 타협을 통해 비교적 점진적인 개혁을 진행하였다. 폴크스슐레 개혁을 대표적 사례로 들 수 있다. 그러나 양 당이 추구하던 개혁의 목표는 근본적으로 달랐고, 1972년에 주의회에서 벌어진 ‘종합학교’ 도입을 둘러싼 갈등은 격렬한 대립으로 발전한다. 사실상 1973년 이후부터 더 이상의 합의는 어려워진다. 사민당/자민당 연립정권은 1970년대 중반 이후 ‘협력학교’ 도입을 통해 개혁을 관철시키려 했으나, 기민당과 보수진영의 저항 그리고 결국 1978년 ‘국민청원’으로 학교제도 개편이 좌절되면서 교육개혁은 사실상 중단되게 된다. 결국 개혁의 전개 양상은 1960년대 초부터 1970년대 말까지 이어지는 일련의 거대한 흐름이었다.

영문 초록

This article researches the education reform in the secondary school system in Nordrhein-Westfalen in the 1960s and 1970s. The education reform of this period was accompanied by socio-economical changes in the West at the time. The new changes in economic structure and expansion of democracy that had emerged in the 1950s required a change to the traditional education system. The West German society was called upon to reform the old system for continued growth and development. Many studies have previously investigated the education reform, particularly focusing on changes at the regional level. Such research trends exist because education policies vary from region to region due to the characteristics of the Federal Republic of Germany, where each state has educational sovereignty. In order to understand the actual development process of the reforms, research at the local level had to take precedence. In particular, Nordrhein-Westfalen has an important place in the history of education reform. However, the majority of existing studies have only examined the education reform over a short period of time and have limited the subject to disputes or confrontations over the ‘Gesamtschule . This study analyzes the process of reforming the school system in Nordrhein-Westfalen over a more long-term timeframe. Above all, major reform tasks and issues are treated in terms of the education policies of the CDU and SPD. In the Phase from 1962 to 1970, both parties carried out gradual reforms through compromise, with the reform of Volksschule as a good example. However, the reform goals pursued by both parties were fundamentally different. The conflict over the introduction of the ‘Gesamtschule in the State Legislature in 1972 developed into a fierce confrontation. In fact, since 1973, any further agreement between the parties has been difficult. The SPD/FDP coalition attempted to implement the reform through the introduction of ‘Kooperative Schule’ after the mid-1970s, but it was thwarted by the resistance of the CDU and the Conservatives as well as the national petition of the 1978 school system reform. After all, the development of the reform was a series of large, systemic flows from the early 1960s to the late 1970s.
