국문 초록

장소기반 범죄예방이론의 특징은 범죄현상을 심리상태나 생활환경과 같은 범죄자 측의 요인으로부터 이해하는 것이 아니라 범죄가 일어날 수 있는 장소의 특징으로부터 파악하고자 한다는 점이다. 이러한 점으로부터 장소기반 범죄예방이론은 장소의 개념과 연관성을 가지면서 역사적으로 전개되어 온 복수의 이론들을 포함 및 통합할 수 있는 개념이라 할 수 있다. 장소기반 범죄예방이론은 그 내용에 따라 크게 전기와 후기로 분류가 가능하다. 이러한 구분은 개략적으로 1990년대 후반을 기점으로 나누어지는데 전기 장소기반 범죄예방이론의 이론적 한계로 인하여 새로운 개념으로의 발전이 요구되는 시점에서 이루어지게 된다. 전기 장소기반 범죄예방이론은 적용대상으로서의 공공공간의 배제, 실천론의 부재 등으로 인해 그 유효성이 입증되었음에도 불구하고 실천적 측면에서 한계점이 대두되었다. 이에 비해 후기에 대두된 이론들은 장소의 개념에 커뮤니티성이 추가되고 공공공간으로의 적용이 반영되는 한편 가이드라인, 설계지침의 형태로 제공됨으로써 실천론적 측면이 매우 강조되고 있음을 알 수 있었다. 또한 이론이 지향하는 목표들이 단순히 범죄의 예방에서 그치는 것이 아니라 도시계획 사조와의 융합을 통해 보다 상위개념의 목표달성을 위한 실천수단으로 작용하고 있었다.

영문 초록

The characteristic of place-based crime prevention theory is to consider the factors of crime phenomenon from the viewpoint of space where the crime may occur, not from the side of criminals such as his or her psychological state or living environment. From this point of view, the place-based crime prevention theory is a concept that can be included and integrated with multiple historically developed theories being related to ‘space’. The place-based crime prevention theory can be broadly classified into the former half and the latter half according to the theoretical perspectives. This classification can be made by the point of late 1990s when development to a new concept was required due to the theoretical limit of the place-based crime prevention theory of the former half. Although its proved validity, the challenging issues came to the fore against the place-based crime prevention theory of the former half such as not being able to be applied to public space and the absence of practical argument. On the other hand, in the theories of latter half, practice has been being emphasized with the expanded concept of ‘place’ including social community, wider range of applicability to the public space and by being provided in the form of guidelines and design manuals. Furthermore, the aims of the theories was not simply the prevention of crimes but the achievement of upper level goals from contemporary urban planning stream by acting as a practical tool.
