국문 초록

최근 들어 소득계층혼합, 사회계층혼합 및 용도복합 방식을 활용하여 사회 통합을 증진시키려는 소셜믹스 형태의 도시개발 사업이 큰 관심을 받고 있다. 다만, 이러한 사업들의 궁극적인 목표인 사회통합 및 지역사회 자생력 강화에 대한 실제 효과는 일관적이지 않으며, 일부에서는 도시재생을 도심 지역의 재건축 혹은 젠트리피케이션과 관련한 부정적인 이미지를 상쇄하는 새로운 마케팅 기법 정도로 평가절하하기도 한다. 이에, 이 연구에서는 도시재생에 대한 비판을 극복하고 도시재생 사업의 사회통합에 대한 실효성 강화 방안을 모색하기 위하여, 국내 소셜믹스ㆍ도시 재생 사업의 역사와 사례, 문제점을 검토하였으며, 여타 도시재생 사업들과 비교하여 사회통합을 위한 다양한 방법론을 제시한 캐나다 Don Mount Court 사례를 검토하였다. Don Mount Court 재개발 사업은 기존 지역을 2단계에 걸쳐 개발함으로써, 기존에 존재하던 지역사회를 보존하였으며, 물리적 개발 단계 이후에도 개발 지역의 사회적 통합을 촉진할 수 있도록 지역사회 활동가를 고용하고, 지역사회 활동 계획을 수립하는 등 사회통합의 강력한 의지를 보여주었다. 검토한 내용을 바탕으로 소셜믹스를 지향하는 도시재생 사업과 관련한 시사점을 도출하였다.

영문 초록

Practitioners and scholars of urban development have recently become interested in income-mixed and mixed-use development projects. However, the actual effectiveness of social-mix projects on social integration is not consistent, and the projects have even been criticized for masking the negative impacts of gentrification. To overcome these problems, the current study reviews the Don Mount Court redevelopment project in Toronto, Canada, a project that makes considerable attempts at social integration; and I suggests several implications of the project. The Toronto Community Housing Corporation has made various efforts to enhance social integration in the community. For instance, the corporation was able to retain the preexisting low-income residents of the area by adopting a two-step development projects, they employed community activists to facilitate social cohesion in the newly developed community, and they proposed a Community Action Plan which mobilizes community members to solve neighborhood problems.
