국문 초록

본 연구의 목적은 내실 있는 자체감사운영을 위해 공공감사법에서 규정하고 있는 독립성확보와 전문성 제고를 위한 제도적 장치(요소)들이 자체감사활동 결과물인 감사성과에 어떠한 영향을 미치고 있는지를 살펴보았다. 이와 같은 연구목적을 달성하기 위해 문헌연구와 실증연구를 병행하였으며, 문헌연구를 바탕으로 연구모형과 가설을 설정하여 이를 실증연구를 통해 검증하였다. 이상과 같은 분석을 통하여 도출된 연구결과는 다음과 같다. 독립성과 전문성의 감사기준이 감사성과에 영향을 미치는 지를 검증한 결과 유의미한 정(+)의 영향을 미치는 것으로 나타났다. 본 연구의 결과는 다음과 같은 시사점을 제시해 준다. 현행 공공감사법에서 마련한 독립성 확보와 전문성 제고를 위한 제도(대책)가 제대로 추진되도록 부진(미진)한 자체감사기구를 상대로 종합적인 컨설팅을 제공하는 등 적극적으로 이행을 독려할 필요가 있다. 아울러 독립성 확보에 긴요한 감사전담기구 설치를 점진적으로 확대(인구 10만 이상) 할 필요가 있고, 감사담당자의 순환보직에 따른 전문성 문제를 보완하기 위해 감사직렬제를 도입하여 운영할 필요가 있다. 또한 공공감사시스템에 자체감사기구 우수감사사례 등을 등재하여 공유할 필요가 있다.

영문 초록

The purpose of this study is to examine how institutional devices (elements) for securing independence and enhancing professionalism stipulated in the Public Audit Act are affecting audit performance, which is the result of self-audit activities, for effective self-audit operation. The results of the study are as follows; It was found that the audit criteria of independence and professionalism had a significant influence(+)(positive influence) on the audit performance. The results of this study suggest the following implications; it is necessary to encourage the implementation of the system (measures) by providing comprehensive consulting services to the sluggish (unsatisfied) self-audit organizations in order to promote system properly for securing independence and professionalism established by the current Public Audit Law. In addition, it is necessary to gradually expand(population of 100,000 or more) the establishment of an auditing agency that is essential for securing independence and to introduce and operate an audit serial system to supplement the professionalism of the audit officer s rotation. In addition, it is necessary to list and share the best practices of self-audit organizations in the public audit system.
