다산의 목민심서에 나타난 협치행정사상에 관한 연구

국문 초록

본 연구는 조선 후기 실학사상을 집대성한 다산 정약용의 목민심서에 나타나는 행정사상에서 협치행정사상을 연구하는데 있다. 즉, 현대 협치행정의 의의를 바탕으로 목민심서의 행정사상에서 협치행정적 요인을 고찰하고, 다산의 협치행정사상을 제시하였다. 이는 한국사회에 협치행정이 이루어질 수 있는 사상적 기준을 제시한다. 목민심서에서 제시하는 것은 목민관(수령)이 그 지역의 자립적․자율적 공동체를 형성하여 그 지역사회의 여러 문제를 공동체 내에서 해결할 수 있는 시스템을 구축하게 하는 윤리적․실무적 지침들이다. 목민심서에서 민본과 인정, 목민, 애민과 휼민, 청렴․근면, 자립적․자율적 공동체 등은 다산의 목민심서에서 제시하는 행정사상들이다. 이를 통해 다산의 목민심서에 나타난 행정사상과 협치행정의 개념 및 성공조건을 고찰해본 결과, 다산의 협치행정사상에서 백성은 민본 그리고 청렴과 근면을, 수령은 목민 그리고 청렴과 근면을, 향회와 향청은 민본, 목민 그리고 청렴과 근면을, 협치행정 제도의 사상적 방향은 애민과 휼민 그리고 공정성과 사회적 형평성을, 협치행정의 궁극적인 사상적 방향은 자립적․자율적 공동체로 도출하였다. 궁극적으로 다산의 협치행정사상은 그 지역 내에 있는 각 주체들이 지역 공동체를 형성하여 공동체 내에서 협력 및 타협을 통해 그 지역의 문제를 해결하고 지속적인 공공의 이익을 창출하는 시스템을 구축하는 것이다.

영문 초록

This purpose of study suggests to the Governance Administration Idea in the Mokminsimseo of Dasan which is complied on Silhak idea in the late Joseon Dynasty. In other words, this study considers to the Governance Administration factor on the administration idea of Mokminsimseo based on the Governance Administration meaning, and suggests the Governance Administration Idea of Dasan. Then, this study suggests an ideological standard for the Governance Administration in Korean society. The administration ideas of Dasan are discussed with the concept and successful condition of Governance Administration. As a result, the Governance Administration Idea of Dasan is suggested as follows. First, the people is Minbon, Integrity and Diligence. Second, the public official is Mokmin, Integrity and Diligence. Third, the Hyanghoe and Hyangcheong is Minbon, Mokmin, Integrity and Diligence. Fourth, the ideological direction of Governance Administration system is Aemin, Hyulmin, Fairness and Social Equity. The ultimately ideological direction of Governance Administration is self-reliant and autonomous community. Ultimately, the Governance Administration Idea of Dasan is creating continuous public interests system and resolving several problems through cooperation and compromise within community formed by each subjects in the region. So, the adminstration ideas appeared Mokminsimseo of Dasan are seen as Governance Administration Idea. Also, it can be said that modern Governance Administration suggests what kind of ideas it should progress.
