AHP분석을 활용한 제주도 크루즈 관광전략에 관한 우선순위 설정

국문 초록

2016년 제주방문 크루즈 관광객 수는 120만여 명으로 최고치를 달성하였으나, 사드사태 이후 지난 2년 간에 걸쳐 크루즈 관광객이 급감하였다. 따라서 방한 중국 단체관광시장이 금지된 이후에 제주특별자치도의 크루즈 관광전략에 대한 전반적인 검토가 필요한 시점이다. 본 연구는 사드사태 이후의 제주지역 크루즈관광 마케팅 및 관광수용태세 측면에서의 개선을 위한 제주특별자치도의 정책의사결정을 돕기 위해 크루즈관광 전략 우선순위를 선정하 고자 하였다. 개선과제 우선순위를 도출하기 위해 교수 및 연구원, 지방자치단체 및 공사, 크루즈업계 등의 전문가 집단을 대상으로 3회의 전문가조사를 실시하였다. 15개의 세부과제에 대한 AHP 분석 결과, 기항지 관광프로그램 다양화 및 차별화, 크루즈 관광객 대상 안내편의 제공, 크루즈관광객 대상 교통편의 제공, 크루즈 관광시장 다변화, CIQ 인력 확대 및 출입국절차 간소화, 크루즈 관광상품의 저가 관광구조 개선 등의 순으로 중요하게 인식하는 것으로 나타났다. 본 연구의 결과는 향후 제주특별자치도의 크루즈관광 정책 수립시 정책의사결정의 참고자료로 활용할 수 있을 것이다.

영문 초록

The number of cruise tourists visiting Jeju Island in 2016 reached a peak of 1.2 million, but the number of cruise tourists has decreased over the past two years since the THAAD deployment issue. Therefore, it is necessary to review the cruise tourism policy in Jeju Island after the prohibition of Chinese group travel to South Korea. The purpose of this study was to prioritize cruise tourism policy to help Jeju Island make a better decision for improvement of aspects marketing and readiness for cruise tourism market after the THAAD issue. In order to derive priorities for the improvement tasks, three expert surveys including professors and researchers, employees in local governments and related organizations, and staff in cruise and related industries were conducted. As a result of the AHP analysis, diversification and differentiation of destination products and programs was the most important task among the 15 detailed items. Provision of convenient information for cruise tourists, provision of convenient transportation for cruise tourists, diversification of cruise tourism markets, expansion of CIQ personnel and simplification of immigration procedures, cruise tourism And improvement of low-cost tourism structure of products follow in that order. The results of this study can be used as significant, fundamental information for better decision making in establishing cruise tourism marketing and policy in the future in Jeju Special Self-Governing Province.
