지적재조사 경계설정 실태 및 개선 방안

국문 초록

본 연구에서는 지적재조사사업이 완료된 사업지구를 사례지역으로 선정하여 토지경계 설정에 관한 전반적인 실태를 분석 평가해 보고, 이를 토대로 개선방안을 제시해 보고자 하였다. 연구성과는 다음과 같다. 지적재조사 경계설정의 실태를 분석하고자 사례지역으로 충북 청주시 청원구 일원의 지적재조사 사업 완료 지구(4지구)를 선정하였다. 사례지역에 대해 지구별 지적재조사사업 전반의 사업기간, 경계확정 실태와 경계설정 유형, 주민 혜택 지원, 경계확정 관련 정보의 성과 관리 실태를 분석하였다. 그리고 분석된 결과를 기초로 개선방안을 제시하였다. 개선방안은 현실경계 중심의 경계 설정 증대를 위해 경계를 확정하는 단계에서 토지소유자가 조정금 산정액을 인지할 수 있도록 제도를 개선하여야 함을 제시하였다. 정부의 예산지원 확대와 함께 사업 공정별 단축할 수 있는 소요일수에 대한 분석이나 의견수렴을 통해 사업기간 단축의 필요성을 제시하였다. 경계확정 관련 성과관리에 있어서는 최종 경계가 확정되면 최초 입력된 경계설정 기준 및 유형에 관한 정보를 수정하는 방안을 제시하였다. 끝으로 지적 재조사사업의 개선점을 발굴, 사업의 활성화, 주민 공감대 형성 등을 위해 사업이 완료된 지역의 주민을 대상으로 만족도 조사를 시행할 것을 제안하였다.

영문 초록

This study aims to analyze and evaluate the overall condition of the land boundary decision where the cadastral resurvey project is completed as the case area, and suggest improvement plan based on it. The research results are as the followings. In order to analyze the actual condition of the cadastral survey, the cadastral resurvey project accomplished district (district 4) of the Cheongwon District in Cheongju City, Chungbuk Province was selected as the case area. Analysis on the overall performance period, land boundary confirmation status, land boundary decision type, resident benefit support, and land boundary confirmation related information for the case area was conducted. Based on the results of the analysis, the improvement plan was suggested. The improvement plan suggests the improvement of policy that the landowner should be able to recognize the adjustment amount at the stage of establishing the boundary to increase the actual-based land boundary decision. An extension on governmental budget support along with the necessity on decreasing the project period based on the analysis on time period that can be shortened per process as long as the feed backs obtained. In the performance management related to the land boundary confirmation, a method is proposed to modify the initial information about land boundary decision criteria and type when the final boundary is determined. Finally, it was proposed to conduct a satisfaction survey on the residents of the area where the project was completed in order to identify improvement points of the cadastral resurvey project, to vitalize the business, and to form a consensus on the residents.
