국문 초록

본 연구는 공공용지 공동주택 분양가결정방법과 분양원가 공개항목을 검토하고, 관련 전문가 인터뷰를 통해 현재 분양가결정방법의 개선방안을 제시하였다. 첫째, 분양가 산정과 심사는 62개 분양가 공개항목을 기준으로 하지 않는다. 분양가 산정과 심사와 공개기준을 일관성 있게 마련할 필요가 있다. 둘째, 분양가에 가장 많은 비중을 차지하는 택지조성 원가는 공개되지 않고 있어 분양가 공개항목에 택지조성원가 항목을 추가할 필요하다. 셋째, 실질적인 분양가심사위원회 운영을 위해 구성위원을 확대하여 다양한 분야의 전문 인력을 확보하며, 지위와 역할을 강화해야 한다. 넷째, 투명하고 공정한 분양가심사 가 이루어지도록 분양가심사과정을 공개할 필요가 있다.

영문 초록

This study examines the method of determining the sales price of public housing and sales cost disclosure items, and suggests ways to improve the method of determining sales price through interviews of related experts. First, the calculation of the sales price and the examination are not based on the 62 items of sale. There is a need to consistently establish the criteria for calculating the sales price, screening and disclosure standards. Second, the cost of residential land development, which accounts for the largest portion of the sales price, is not disclosed. Therefore, it is necessary to add the land subscription cost item to the sales price disclosure item. Third, in order to operate a sales price appraisal committee, it is necessary to expand the constituent members to secure professional manpower in various fields, and to strengthen its position and role. Fourth, it is necessary to disclose the sales price appraisal process so that a transparent and fair sales price appraisal can be carried out.
