국문 초록

본 연구의 목적은 일본의 간도 인식과 개입과정을 분석하여 간도문제에 대한 일본의 책임을 규명하여 우리 정부의 간도문제와 관련 정책방향을 제시하는 것이다. 연구 결과 일본은 간도를 한국 영토로 초기에는 인정하고 간도문제에 개입하였으나, 중국과 협상과정에서 간도문제를 본질적으로 해결하기보다는 자국의 이익을 위하여 간도협약을 체결하여 간도를 중국에 넘겨준 것으로 분석되었다. 간도문제에 있어서 일본의 책임은 첫째, 간도의 중국 양도와 패망 이후 조치하지 않은 책임이다. 두 번째, 간도조선인의 고통과 일제강점기 잘못된 역사교육에 대한 책임이다. 세 번째, 일본의 만주국 경영으로 만주를 중국영토로 인식하게 한 책임이다. 네 번째, 남북분단 원인 제공으로 한국이 간도회복을 위한 기회를 차단한 책임이 있다. 일본에게 책임을 묻는 방법은 첫째, ‘한 일 지식인 공동선언’ 추진과 함께 일본 정부에 간도문제를 중국에 제기하도록 외교적 노력을 경주하는 것이다. 두 번째, 일본에 보상을 요구하는 것이다. 세 번째, 북한과 협력하는 방안을 고려할 수 있다.

영문 초록

The purpose of this study is to suggest the direction of the Korean government’s policies on Gando by analyzing Japan’s perceptions about Gando and the process of Japan’s intervention in the Gando problem, and identifying Japan’s responsibility for the Gando problem. The analysis of this study shows found that although at first, Japan intervened in the Gando problem with recognizing Gando as the Korean territory, it concluded the Gando Convention with China and surrendered Gando to China in the process of negotiation for the sake of its own benefits, rather than solving the Gando problem fundamentally. As for Japan’s responsibility for the Gando problem, first, Japan has the responsibility for having surrendered Gando to China and not having taken measures after its defeat in the second world war. Second, it has the responsibility for the suffering of Joseon people in Gando and the education of wrong history during the period of Japanese colonial rule. Third, it has the responsibilit for having made Manchuria be recognized as the Chinese territory through its control of Manchukuo. And fourth, it has the responsibility for having given cause for the division of Korea into south and north and blocking the opportunity for Korea to restore Gando. Conceivable Methods for holding Japan responsible include first, making diplomatic efforts to have the Japanese government raise the Gando problem to China, together with the promotion of the ‘joint declaration of Korean and Japanese intellectuals,’ second, claiming compensation from Japan, and third, cooperation with North Korea.
