교원자격의 구조 분석과 관계법의 재구조화 방안

국문 초록

이 연구는 교원 자격제도의 관리·운영을 체계화는 차원에서 자격 설계의 논리 구조를 이용하여 교원 자격 관련 법령을 분석한 후 관련 법령의 재구조화 방안을 검토하였다. 교원 자격에 대해 수급 조절의 관점에서 질 관리 관점으로 관심이 이동하는 환경 변화를 바탕으로 주요 연구 결과는 몇 가지로 정리할 수 있다. 첫째, 교원의 자격과 직위는 구별되는데 교원자격과 직위를 어떻게 연결시킬 것인지는 교원자격과 직위가 분화되어 있는 방식에 따라 달라질 수 있다. 둘째, 교육적 요구의 다양화와 분화는 직무의 전문성을 고려한 분화된 자격체제를 요구한다. 교직의 경우 직무 분야는 학교경영(교육) 분야, 학생교육 분야, 상담(교육) 분야, 사서(교육) 분야, 실기교육 분야, 보건(교육) 분야, 영양(교육) 분야로 구분할 수 있다. 셋째, 교원 자격의 논리적인 설계 구조를 분석해보면 직무표준, 직무수행능력표준, 직무수행능력평가, 자격의 갱신과 취소의 요소를 찾을 수 있으며, 이러한 요소의 순환적인 환류를 통해 교원 자격의 적합성을 제고 해나갈 필요가 있다. 넷째, 현재 교원자격의 기본단위조차 불분명하게 처리되어 있는 상황에서 전문직에 어울리는 교원 자격의 질 관리 체제를 구축하기 위해서는 ‘교원자격법’의 제정이 요구된다.

영문 초록

How to elevate the power of schools is set as the national agenda, so that students could achieve adequate progress. The locus of such a mission is to be found in the systematic design and management of teacher qualification, for the quality control of teachers can be assured basically through the filtering process undertaken by it. This article explored the teacher qualification acts, applying the cycling frame of teacher qualification management. The major conclusions follow as below. First, controversial issue of policy is how to build a connection between the teacher position and qualification. So far, teacher qualification has not evolved into a variety of level in the response to the educational needs and school tasks. Second, the teacher qualification should be classified into several categories according to the professional jobs. At present, the teacher qualifications has not evolved to the extent that they could encourage professional development of teachers. Such three layers of qualifications as principal, vice-principal and teacher are addressed mainly in the promotion of position. Third, the design frame of teacher qualification has quite a few cycling processes such as job standard, capacity standard for job performance, the evaluation of capacity, and revision and deprivation of qualification. This scheme should be utilized in the teaching profession in order to make sure of social confidence on teacher qualification. Fourth, teacher qualification act needs to be written towards the comprehensive system of teacher qualification control. Teacher qualification should be managed in a single act regardless of school levels, even though separate acts on schooling are written and applied for different level of schools.
