미국의 『학업적,사회적,감성적 능력함양을 위한 학습법』 제정 및 시사점

국문 초록

국내외를 막론하고 청소년에 의한 학교폭력의 양상이 점점 집단화·흉포화 되어 가면서 학교에서 인성교육의 필요성은 커지고 있다. 특히, 학내에서 총기사고가 빈발하는 미국의 경우에는 청소년에 의한 학교폭력이 사회적 문제로 부상한지 오래다. 연구에 따르면, 청소년의 학습은 사회적·감성적·신체적 욕구가 해소 또는 만족된 뒤에 이뤄진다 고 한다. 그래서 학교는 우선적으로 사회적·감성적 환경을 조성하고, 학생의 사회적·감성적 역량을 향상시킨 다음에 학생의 학업적 사명을 강조하는 교육철학과 방법으로의 변화가 선행되어야 한다는 것이다. 이에 연방정부에서는 민간차원에서 시행하여 효과가 검증된 ‘사회적·감성적 능력함양을 위한 학습(SEL)’을 학교에 적극적으로 도입하여 시행하도록 권장하고 있다. 그리고 이를 뒷받침하기 위해 제정된 연방법이 『학업적·사회적·감성적 능력함양을 위한 학습법(ASELA)』이다. 우리나라도 가칭 인성교육진흥법의 제정을 위해 국회에서 초당적으로 입법안을 마련하는 등 각계의 의견을 수렴하고 있는 과정에 있다는 점에서 미국의 ASELA는 매우 유익한 시사점을 제공할 것으로 사료된다.

영문 초록

There has been a great deal of data indicating that large numbers of children are contending with significant social, emotional, and mental health barriers to their success in school and life due to a variety of school violence including bullying and harassment. The school shootings at Columbine High School, Colorado, on April 20, 1999 recorded the most notorious of these incidents. It contributed to draw significant national attention to the problem of school violence. This new national awareness about the dangers of school violence prompted not only the Colorado state legislature but other state legislatures as well to pass anti-bullying legislation. Furthermore the federal congress enacted『Academic, Social, and Emotional Learning Act(ASELA)』to support student`s positive development and academic success through social and emotional learning in the K-12. It may be called ‘Character Education Act’ of the United States of America. ASELA amended title Ⅱ of the Elementary and Secondary Education ACT(ESEA, 1965) to include teacher and principal training in practice that address the social and emotional development to be used for SEL Programming. The Ministry of Education(MOE) of Korea prepares for introducing tentatively named 『Character Education Support Act』. ASELA recommends that the school use evidence-based programs that teach students social and emotional skills such as self-control, goal-setting, collaboration, conflict resolution, and problem-solving. In this respect ASELA will give MOE beneficial implications necessary for improving academic achievement and promote positive school climate.
