국문 초록

아시아의 대표적인 다종족·다문화 국가인 말레이시아는 1971년 신경제정책(New Economic Policy)의 일환으로 적극적 우대정책(Affirmative Action)을 시행하면서 빈곤 탈피와 국가통합을 달성하고자 했다. 우대정책은 말레이계와 토착 원주민(부미푸트라)을 주 대상으로 지난 40여 년 간 시행되었는데, 빈곤율이 감소하고, 종족 간 경제적 불균형을 어느 정도 해소했다는 평가를 받고 있지만, 다른 한편으로는 정책의 주요 수혜자는 상위 5% 계층에 치우쳤고, 최초 목표로 삼았던 종족 간의 소득분배 효과도 기대에 못 미친다는 비판을 받고 있다. 또한 최근 선거에서 우대정책을 반대하는 야당에 대한 지지도가 올라가고, 과도한 자국민 우대조치에 반대하는 비부미푸트라의 해외 이주가 활발해지며, 외국인의 투자기회를 놓치는 등 그 부작용이 커지고 있다. 이에 말레이시아 적극적 우대정책의 배경, 성과, 그리고 최근 동향을 탐색하여 급격하게 다문화 사회로 이행되고 있는 우리나라의 경우에 타산지석으로 삼을만한 시사점을 탐색해보고자 한다.

영문 초록

After race riots in 1969, the Malaysian government has launched the “New Economic Policy” to reduce inequality and increase the share of the economy held by Malays. This policy called a Malaysian affirmative action has started from 1971 and provided preferential treatment to Malays(bumiputra) in business, civil service jobs, education, scholarships and access to loans, assisted saving and housing, etc. Although it was originally intended to end in 1990, it has since become permanent as part of the ruling party’s doctrine of Malay supremacy over and against “immigrant races.” Nowadays while some say the affirmative action policy has managed to bridge the economic gap between Bumiputras and Non-bumiputras, there is active debates on whether it should continue. There is also debate on whether it should be a race-based policy or class-based affirmative action. Some say when it came to business, affirmative action has not worked, but the policy in education is the way forward. Other say it helped impoverished ethnic Malays and enriched their members and cronies. Conclusively I think Malaysia still needs affirmative action to promote national unity maintain political stability, but it has to be monitored and revised.
