아테나이 시민 개념과 ‘민주시민’의 한 이상(理想) - 트라쉬불로스의 시민권 수여 개혁시도를 중심으로 -

국문 초록

민주정이 ‘모두에 의한 그리고 모두를 위한’ 근본이념에 기초하여 이루어진 정체(政體)라는 것을 의심할 수는 없다. 이러한 민주정의 이념은 고전기 아테나이에서 태동되었으며, 아테나이인들은 민주정을 유지하고자 여러 측면에서 다분히 노력하였다. 그러나 그들은 민주라는 표현을 통해 시민권(politeia)을, 아테나이 공동체를 구성하는 모든 구성원들과 함께 공유하는 것이 아니라, 배타적인 방식에서 유지하려 하였다. 트라쉬불로스는, 펠레폰네소스 전쟁 이후 삼십인과두정(hoi triakonta tyrannoi)을 몰아내고 아테나이를 수복하는 가운데서, 민주정의 복원에 함께 애를 쓴 모든 이들을, 즉 거류외국인들 및 노예들까지, 아테나이의 시민으로 인정하려는 시민권 수여개혁을 시도하며, 배타적 시민권의 성격을 극복하려 한다. 하지만 여전히 배타적 시민 특권을 유지하고자 했던 이들의 훼방으로 인해 그의 시민권 수여 개혁시도는 실패로 끝나게 된다. 본 논문은 아테나이 민주정의 시민 개념을 당시 제안되고 실천되었던 권리와 의무의 측면에서 파악한 뒤, 트라쉬불로스의 시민권 수여 개혁시도의 의미와 그 실패의 계기를 살펴, 그로부터 ‘민주시민’의 한 이상(理想)에 대한 가능성을 가늠한다.

영문 초록

It is doubtless that democracy is a political constitution constructed on an idea of ‘by all and for all’. Such an idea for the democracy started in classical Athens, and the Athenians had in various aspects strived for the establishment and preservation of their democracy. Yet, in spite of the idea for the democracy, the Athenians intented to keep citizenship (poltieia), not for all as the members of Athens, but in an exclusive manner only for original Athenian citizens. Having taken Athens back from Lacedaemonians and overthrown the oligarchic regime of the Thirty (hoi triakonta tyrannoi) (BC 403), Thrasybulus proposed a degree extending citizenship by granting it to all who had fought for supporting the restoration of Athenian democracy, including resident aliens (metoikoi) and even slaves. His proposal was, however, refused by the original Athenian citizens. This paper aims to reveal Thrasybulus’ ideal for a citizen. For this aim shall I first look into the citizen’s rights and duties practiced in the Athenian democracy. Then, I examine Thrasybulus’ efforts to extend full citizenship in connection with a concept of freedom. Finally I shall suggest that in his efforts to extend full citizenship, Thrasybulus implicitly but with a clear voice claims that genuine freedom must be acquired by reconciling what one desires to do with what one ought to do; whoever practices citizen’s rights and duties in such reconciliation must be an eligible citizen, emphasises Thrasybulus. Here, an ideal for a truly free democratic citizen is found.
