영국 국가 정치 상황에 따른 시민교육 핵심개념 분석

국문 초록

본 연구는 시민교육의 필요성이 대두되고 있는 현 시점에서 한국보다 먼저 국가 교육과정으로 도입했던 영국의 사례를 살펴봄으로써 시민교육 교육과정 정책 구상 및 교육 실천에 대한 시사점을 고찰해 보고자 하였다. 이를 위해 영국의 국가 정치적 상황과 사회변화에 따라 시민교육의 대한 관점이나 기본 개념들(핵심 개념으로 명명함)의 차이점과 유사점을 살펴보았다. 우선, 시민교육 정책이 발전되어 온 시기를 구분하여 각 시기의 국가 교육과정 보고서 및 정책 가이드라인을 다음의 질문에 따라 분석하였다: 영국 사회의 국가 정치적 상황은 어떻게 변화해 왔는가?; 국가 정치 및 사회변화에 따른 시민교육 교육과정은 어떻게 변화해 왔는가? 시민교육 교육과정에 반영된 핵심개념들은 어떻게 변화하고 있는가? 영국의 시민교육은 태동기, 성장기, 침체기로 흘러가는 흐름 속에서 1990년대~2000년대에는 공동체, 정치참여, 다양성 그리고 사회통합의 개념들을 제시하였고, 2010년 이후에는 좋은 인성을 가진 시민 길러내기를 제시하였다. 영국의 사례는 국가 정치적 상황에 따른 핵심개념들의 차이를 보여주었다. 결국 영국의 사례는 다양성이 공존하면서 민주적인 사회를 유지하기 위해서 우선 개인을 시민으로 길러내야 한다는 입장과 공동체를 우선순위에 두고 그 안에서의 시민을 길러내야 한다는 입장의 줄다리기를 보여주었다. 이를 통해 시민교육이 축소되지 않기 위해서는 지속적으로 공동체와 개인의 가치를 구분하지 않고 하나의 교육과정 틀에서 논의되고 실천될 수 있는 후속연구가 필요하다고 생각한다.

영문 초록

This study is aimed to explore the case of citizenship education in England in order to seek for some suggestions in developing curriculum and practices in South Korea. In order to do so, I explored the differences and similarities of key concepts of citizenship education according to national and political situation and social changes. First of all, I divided periods of the development of citizenship education and its policies. Then I analyzed the national reports on curriculum and policy guidelines. The questions for the analysis were: how the national political situation of England has been changed? How the citizenship education curriculum has been changed according to the political situations? and how the key concepts reflected in citizenship education curriculum have changed? Citizenship education in England went through beginning, growing period and reached a stage of inactivity. Throughout these periods, citizenship education presented community, political participation, diversity and social cohesion from 1990s to 2000s. Then after 2010, citizenship education fostered the agenda - ‘raising citizens with good character.’ The case of England showed differences in key concepts according to national-political situation. Consequently, the case of England can be viewed as tug-of-war between stances of emphasizing the education for individuals to maintain democratic society where diversity co-exists, and of highlighting education for the community and raise individuals within community they belong to. Finally, it suggests that the following research is needed to explore the overall curriculum and frame which do not differentiate community and individuals in order not to minimize the importance of citizenship education.
