국문 초록

민주시민교육은 다원화되어가는 공동체를 유지하고 사회 발전을 주도하는 기능을 담당한다. 한국은 민주시민교육과 이를 위한 제도적 정비에 높은 관심을 가지고 있으나, 과도기적인 상황으로 인해 민주시민교육의 실제적인 측면에서 아직 보완해야 할 점이 많다. 북유럽 국가인 덴마크. 스웨덴, 핀란드는 일찍부터 실시된 시민교육을 기반으로 높은 시민의식을 유지하고 있는 것으로 알려져 있다. 이들 국가의 사회 문화적 상황과 교육이 추구하는 목표가 유사하다는 점, 민주시민교육을 융합교과 주제로 다루고 있다는 점 등으로 인해 이들의 민주시민교육을 고찰함으로써 한국의 민주시민교육에 유용한 시사점을 얻을 수 있을 것이다. 덴마크, 스웨덴, 핀란드의 민주시민교육은 분권화된 교육체제를 바탕으로 지방자치단체, 단위학교 수준에서 자율성을 지니고 있으며, 시민들의 참여 경로가 확보되어 있다는 특징을 지닌다. 이들 북유럽 국가의 민주시민교육 실천 영역을 검토함으로써 우리나라 민주시민교육에 대한 시사점을 얻고자 한다.

영문 초록

Democratic civic education is responsible for maintaining diversified communities and leading social development. Korea has a high interest in democratic civic education and its institutional improvement, but due to the transitional situation, there are many points that need to be supplemented in the implementation of democratic civic education. People in the Nordic countries such as Denmark, Sweden, and Finland are known to maintain a high level of citizenship due to the wellestablished civic education. Examining these countries’ democratic civic education will provide useful implications to that of Korea due to their similarities of socio-cultural situation, purpose of education, democratic civic education being treated as an integrated subject. Democratic citizenship education in Denmark, Sweden, and Finland is unique in that it has autonomy at the level of local self-governing bodies and unit schools on the basis of decentralized education system, and that the citizens’ participation is secured. Some implications are suggested for democratic civic education in Korea by reviewing the practices of these Nordic countries.
