국문 초록

우리는 근대 복지국가의 기원을 말할 때 최초로 근대적인 노동자 보험제도를 실시하여 이후 서구 복지국가 형성에 영향을 미쳤던 비스마르크의 사회정책을 들 수 있다. 독일의 경우 사회정책이라 함은 특히 임금 노동자의 보호와 사기 진작, 기존의 사회․정치질서에의 노동계급 편입을 의미하였다. 산업화 이후에 들어와서는 빈곤이 그 질을 달리하여 점차 집단현상화 함으로서 새로운 ‘사회문제’를 야기하게 되었다. 이러한 관점에서 보면, “사회보험제도는 산업화로 인한 급격한 사회변화로 말미암아 발생할 가능성이 있는 사회혁명에 대처하는 최초의 의도적 기도였다. 독일 외에 유럽 여러 나라와 몇몇의 비유럽국가에서도 19세기말, 20세기 초에 국가주도의 사회보험이 시행되었던 데에는 1880년대 독일에서 비교적 포괄적이고 효과적으로 기능하는 강제노동자보험이 성립됐다는 사실이 결정적 기여를 했다. 따라서 독일 사회보험법에 대해서 “단순히 독일에 국한된 것이 아닌, 사회정책의 세계사적 전환”이라는 의미를 부여할 수 있다. 이런 역사적 배경 속에서 본 논문에서는 독일과 프랑스의 사회정책에 대한 접근방법 중 하나로, 나폴레옹 3세와 비스마르크라는 두 인물과 그들을 둘러싼 산업화 이후의 ‘사회문제’에 대한 해법이 양국 간의 관계사의 한 분야로 보다 심도있게 연구하고자 한다.

영문 초록

When it comes to the origin of a modern welfare state, we can take the social policy of Bismarck who had influenced the formation of the Western welfare state by carrying out the modern labor insurance system for the first time. In case of Germany, a social policy implied the protection & morale booster especially of a wage earner and the transfer to the working class in the existing public & political order. Following the industrialization, the poverty was gradually made the clustering phenomenon by differentiating its quality, thereby having come to cause a new social issue. Seeing from this perspective, social insurance system was the first intentional attempt of coping with a social revolution that may possibly happen owing to a rapidly social change caused by industrialization. What a state-dominated social insurance was enforced in the late 19th century and in the early 20th century even in many European countries excluding Germany and in some non-European countries was decisively contributed by a fact of having been established the forced labor insurance, which functions relatively comprehensively and effectively in Germany in the 1880s. Accordingly, the Social Insurance Act of Germany can be given a meaning as saying of “a change in world history of social policy, not what is limited simply to Germany.” Amidst this historical background, this study aims to inquire more deeply into a solution on social issue following the industrialization surrounding them along with two figures named Napoleon Ⅲ and Bismarck as one field of a relational history in both countries, as for one of the approaches to social policy in Germany and France.
