미국 대통령도서관제도의 역사적 고찰

국문 초록

미국의 대통령도서관 시스템은 대통령기록물을 국가의 역사 자산으로 보존 관리공개함으로써 미국의 민주주의를 발전시키고 국민들의 애국심을 고취시키는 역할을 하고 있다. 1939년 프랭클린 루즈벨트 대통령이 1차 임기를 마친후 고향 뉴욕주 하이드 파크에 도서관을 짓고 그것을 국가에 헌납함으로써 시작되었다. 그때까지 미국의 퇴임대통령들은 재임중 자료들을 모교나 고향의 도서관에 기증, 혹은 후손에게 물려주는 방법으로 임의 처분해왔다. 따라서 그 자료들은 시간이 지나면서 분실이나 파손되어 사라져갔다. 그러나 루즈벨트 대통령의 탁월한 역사인식 덕택으로 미국의 대통령기록물들은 역사적 자산으로 인식되어 연방정부에 의해 잘 보존, 분류 및 정리되어 일반에 공개되고 있다. 대통령기록물은 대통령재임중 가장 중요한 자료가 되기 때문에 대통령도서관은 역사 전시관, 국민교육센터로서의 역할, 소통공간으로서의 역할 등을 하고 있다. 특히 이들 대통령도서관은 가치중립적으로 만들어져 그 안에 가감없이 대통령 임기중 공과(功過)의 사실들을 모아놓고 그 업적에 대한 평가는 관람하는 국민들 스스로가 내리게 하는 역사 보존 방식을 쓰고 있다. 따라서 정파별로 불필요한 아전인수격 다툼을 피하고 미래지향의 역사를 이끌어갈 수 있는 원동력이 되고 있다.

영문 초록

United States Presidential Library systems are gearing up for development of American democracy and promoting people’s patriotism in America, through their roles that they keep, manage the Presidential Records and open to the public as nation’s historical assets. In 1939 in the middle of his second term, president Franklin Roosevelt built a library by his own cost at Hyde Park home, New York for keeping the presidential materials, produced in his first term. Then He offered his library to the Federal Government and Government operated it by budgets as a Presidential Library. Before establishing the presidential librarysystem likr that about 80 years ago, most presidential materials had been given to the president’s university or his home town library. Otherwise those were given to their offsprings. Therefore those materials loss or damage over time been quietly gone. Well preserved by the federal government, classified and organized and opened to the public. Presidential records represents its time period in trying to understand history of the presidency are the most precious materials and exhibition historical values. Today these libraries are doing also their role as national historical training centre, and communication route among Americans. In particular, these Presidential Library is neutral in value-free about the president’s merits and demerits during his term in office. The evaluation is only up to visitors. Presidential Library system has been maintained and developed by the relevant laws.. such as ▲ Presidential Library Act (1955) ▲ Freedom of Information Act (1966) ▲ Presidential Records Act, (1978) ▲ Presidential Library Act (1986) ▲Presidential Historical Records Preservation Act (2008) etc. Presidential Libraries are all 13 of the United States today. Those libraries were constructed by ex president individually and dedicated to the nation. The administrative structures of the current Presidential Library system is NARA(National Archives and Records Administration).
