국문 초록

한국의 “해양강국”전략은 종합적 시스템적 전략계획으로써, 한국의 해양정책 제정, 해양경제발전, 해양권익수호에 주도적 역할을 하고 있으며, 한국은 이를 통해 해양영역 여러 분야에서 지속적인 발전을 가져오고 있다. 2010년 한국은 “제1차 해양수산발전기본계획” 에서 이룬 성과를 기초로 “해양 신성장동력 창조”와 “저탄소녹색성장”을 중심으로 하는 제2차 해 양수산발전계획을 제정하여 국민경제의 새로운 비약을 적극적으로 도모하고 있다. 현재 중국 또한 해양경제발전을 국가전략으로 상승시켰고, “조화로운 해양(和諧海洋)” 건설을 목표로, 해양영역에서의 전면적인 발전을 추 진하고 있다. 21세기는 해양의 시대이다. 한중은 해상 이웃 국가로써, 앞으로 해양을 통해서 양국 공동발전을 실현하고 더욱 긴밀한 해양협력관계를 구축할 수 있을지 여부가 관건이 될 것이다. 그렇기 때문에 본 글은 한중의 해양협력확대 필요성, 한국해양전략의 신발전, 한중해양협력현황 및 문제점에 대해 분석을 진행하고, 해양경계획정, 해양정책, 해양산업, 해양과 학기술연구영역 및 해양권익영역 등 방면에서 앞으로 한중해양협력확대의 대책에 대해서 논의하고자 한다.

영문 초록

As a comprehensive, systematic strategic plan, South Korea s maritime strategy has been playing a very good role in guiding South Korea’s maritime policy, maritime economic development, and the maritime rights and interests, So as to promote the rapid development of South Korea’s maritime affairs effectively. In 2010, based on the results of the first maritime development strategic plan, in order to “create new momentum of maritime” and promote the idea of “low carbon, green growth” South Korea made the second maritime strategic plan, and actively seek to promote a new round of rapid development of national economy by maritime. At present, our country has also rose the maritime economic development up to the national economic development strategy, and to promote the goal of building a “harmonious ocean”, we support the maritime development in an all-round way. The 21st century is the era of ocean, as maritime neighbors, whether China and South Korea can achieve the common development in the future through closer maritime cooperation will be crucial. Therefore, this article will explore the countermeasures of China and South Korea to expand Marine cooperation on five aspects : maritime policy, maritime industry, maritime science and technology research and maritime rights and interests in the future through the analysis of the new development of South Korea s maritime strategy, China and South Korea’s current maritime situation, and the existing problems of maritime cooperation.
