국문 초록

이 연구는 동유럽에 대한 인식의 변천이 한국 외교조직의 변화에 어떻게 투영되었는가를 고찰한다. 일제강점기 한국인에게 동유럽국가들은 유럽과 소련 사이에 있는 약소국임에도 불구하고, 독립을 이룬 국가들로 우호적으로 인식하고 있었다. 하지만 제2차 세계대전 이후에는 공산주의세력의 팽창과 미국의 봉쇄정책이라는 국제질서에 따라 동유럽국가들을 친소 (親蘇) 위성정부로 보는 인식이 압도적이었다. 1962년을 ‘외교약진의 해’로 정한 한국은 1963년 구주과를 신설하면서, 동유럽에 대한 외교노력을 확대했다. 이후 데탕트의 도래와 제3세계의 세력 확장, 이로 인한 한국과 북한의 체제대결의 심화, 한국의 경제개발계획의 성공적 추진은 한국의 대(對)동유럽외교를 강화시켰다. 1973년 박정희 대통령의 ‘평화통일외교정책선언’이 발표되면서, 동유럽과의 관계 개선의 필 요성이 본격적으로 제기되었고, 1971년부터 동유럽과의 통상문제가 직접적으로 논의되었다. 특히, 대동유럽 수출량 증가를 통한 경제교류의 확대는 1978년 외무부의 동구담당관 신설을 통한 동구개념의 확산으로 이어졌다. 몰타 미소정상회담을 기점으로 냉전체제가 해체되며, 동유럽지역과의 외교관계수립과 교역규모의 확대라는 정치·통상환경의 변화, 그리고 이에 기초한 지역인식의 심화는 1991년의 동구1-2과로 동유럽담당 외교조직의 분화를 이끌었다. 그러나 탈냉전기 지역인식의 변화는 1994년 동구과에서 중구과로의 변화를 추동했다. 한국외교사에 있어서 외교조직의 변화는 동 유럽에 대한 지역인식의 변천과 긴밀히 연관되어 있었다.

영문 초록

The purpose of this study is to analyze the place of Eastern Europe in South Korean diplomatic history, focusing on the change of the cognition on the region which was closely intertwined with the transformation of diplomatic organization regarding Eastern Europe. During the period of Japanese rule, Koreans had the cognition that Eastern European countries achieved independence even though they were weak states placed between Western Europe and Russia (the Soviet Union). With the expansion of communism after the Second World War, however, Eastern European countries were overwhelmingly perceived as pro-Soviet Union satellites. With the establishment of the Europe Division in the European-American Affairs Bureau in 1963, the ROK pursued an active relationship with Eastern Europe. After President Park Chung Hee declared, on June 23, 1973, a “New Foreign Policy for Peace and Unification,” the ROK developed political and economic relations with Eastern European countries. With expanding Korean exports to Eastern Europe in the 1970’s, the ROK Ministry of Foreign Affairs separated the East Europe Division from the European Division in 1978. Due to the increasing relationship between the ROK and Eastern Europe after the end of the Cold War, the East Europe Division was divided into two divisions in 1991; the East Europe Division 1 and the East Europe Division 2. In the aftermath of the Cold War, the ROK Ministry of Foreign Affairs replaced the East Europe Division with the Central Europe Division in 1994 based on new cognition on the region.
