국문 초록
이 논문은 ‘정교 분리’의 원칙과 국가와 종교 관계의 실제, 그리고 종교의 정치 참여에 대해 논의한다. 먼저 정교 분리론에 관련된 일반적인 쟁점들을 살펴 보고 한국에서 그것이 실제로 어떻게 나타나고 있는지를 고찰한다.
정교 분리는 종교와 정치의 각자 고유한 영역을 인정하고 국가가 종교적 중립을 지키며 종교가 국가권력에 직접 개입하지 않음을 의미한다. 여기에 국가든 아니든 공공영역에서의 종교 활동 배제를 추가할 수 있다. 이 원칙이 종교와 국가/정치 둘 사이의 상호 작용이나 상호 개입을 부인하는 것은 아니다. 그것은 현실적으로 불가능하고 윤리적이나 사회적으로도 옳지 않
다. 종교의 정치 참여는 정교 분리와 모순되지 않는다. 실상 정교 분리론은 그 자체가 정치적이고 이념적이며, 실제로 정교 분리론이 엄격하게 지켜지는 나라는 거의 없다.
한국에서 종교는 국가의 능동적인 지원에 힘 입어 성장했다. 특히 개신교의 경우가 이런 점에서 두드러진다. 지원책으로는 세제 혜택과 보조금 지급을 대표적으로 들 수 있으며, 예수나 석가모니 탄생일에 대한 공휴일 지정 등을 부수적으로 들 수 있다. 또 종교 통제 정책으로는 물리적 탄압이나 보조금 배분을 통한 통제 등을 들 수 있다. 한국 정부는 그동안 종
교간 형평성을 공식적으로 표방해 왔지만, 경우에 따라 특정 종교에 편향된 정책을 펼쳐서 다른 종교의 반발을 불러일으키기도 하였다. 또 정부는 종교를 자신의 정당성 고취에 이용하기도 하였다. 이렇게 한국에서 국가와 종교계의 관계는 협조와 긴장 관계의 다양한 조합을 이루어왔다. 다른 한편 종교계는 정치사회적 쟁점에 대해 다양한 목소리를 내었다. 민주화 투
쟁에 동참하거나 반공, 친미 노선을 강화하기 위해 노력했다. 동시에 각 종교 단체들은 자기 이익을 추구하기 위한 정치 참여를 해 왔다.
어떤 차원, 어떤 형태이든 종교의 정치 참여는 궁극적으로 종교가 지향하는 선한 세계를 이 땅에 실현함을 목표로 삼아 평화와 인권 신장과 사람다운 삶의 보장에 기여해야 한다. 이는 종교의 원래 목적 또는 고유한 기능중 하나이며 정치적 외도가 아니다. 정교 분리와 종교의 정치 참여는 모순이 아니다. 양립 가능하다. 어떤 방식의 정치 참여인지가 문제일 뿐이다.
영문 초록
This paper deals with the principle of state-religion separation and its actual application in the real political world. First, it investigates the general issues concerning the principle and then goes on into studying how the principle actually realized, or not realized for that matter, in the Republic of Korea.
The essence of the principle of state-religion separation probably lies in acknowledging each party s original area of functioning, thus not interfering into each other s independent realm. We may also add to this the prevention of religious activities by non-state actors in public arena, The principle does not by itself denies the interaction between the state and religion which is both unlikely to happen and ethically or socially undesirable. Thus, the political participation by the part of religion, be it institution or individual person, is not antithetical to the principle of the
separation of the sate and religion. As a matter of fact, the principle itself may well be political and ideological and is far from well observed in the real world.
In Korea, religious institutions have developed due to the active support of succeeding governments, which is most visible in the growth of protestant churches. At the same time, Korean governments also oppressed or controlled various religious institutions, not the least Buddhist temples, for their political purposes. Korean governments
have generally proclaimed neutral policies among different religious institutions and practices but often sided with one particular religion, as was most evident in the case of Syngman Rhee s affinity with protestantism. The governments utilized religious institutions politically while the latter did the same vis-a-vis the state for their own interests.
Thus, the relationship between the state and religion in Korea has shown various facets of cooperation and confrontation in their history.
Korea s religious institutions and actors have participated in sociopolitical matters in various manners, ranging from holding prayers for the incumbent president to protesting against authoritarian regimes. Their political participation revolved around various motives, most notably anti-Communism, their own self-interests, and the democratization of polity.
These motives, especially the former two, often intermingled themselves with each other, making them difficult to discern.
Political participation by the part of religion must be focused on the realization of a better world in this earth whether by promoting peace, enhancing human rights or bettering the quality of life. This is one of the
original functions of any religion and not some kind of political or ethical diversion, The principle of state-religion separation is not antithetical to political participation of religion; they can stand together. The question is
what kind of political participation that would be and by what manner; it is not either to participate or not.
