국문 초록

베버에 따르면, 정치 집단의 지배 수단은 권력과 권위의 두 차원으로 구분된다. 권력은 타인의 저항을 극복하고 자신의 의지를 실현시킬 수 있는 가능성을 의미한다. 한편, 권위는 지배자에 대한 피지배자의 자발적 복종을 의미한다. 권력과 달리 권위는 물리력에 주로 의존하지 않는다는 점에서 통치의 정당성을필요로한다. 통치의정당성은유형적차원과무형적차원으로구분 된다. 복종의 대가로 지배 집단은 피지배 집단이 납득할 만한 유무형적 차원의일정한이익을보장해주어야한다. 현재북한은짧은후계승계기간과정치, 경제, 사회, 이념의악화로인해유무형적차원에서정당성을확보하기 어려운 상황이다. 다시 말해, 김정은 정권은 소위, ‘신생의 불리함(Liability of newness)’현상을겪고있다. 여기서신생의불리함이란새로운조직이겪는 불안정성 현상을 의미한다. 이러한 점에서 본 논문은 김정은 정권의 정당성확보수단으로써‘경제-핵무력병진노선’의의미를조명하고, 북한외교정책의활용목적을살펴보는데그목적이있다.

영문 초록

According to Max Weber, the dominant means of political groups are divided into two aspects of power and authority. At first, the power means the possibility to overcome the resistance of the others and achieve their will. Secondly, the authority means the voluntary obedience of subjects to the ruler. Unlike the power, the authority requires the legitimacy of the rule that it does not rely on force. The legitimacy of rule is divided into tangible and intangible dimensions. The ruling group must guarantee a interest of tangible and intangible dimensions as the benefit for subject s obedience. Due to political, economic, social, ideological deterioration and short period of Kim Jung-un s succession, North Korean regime is currently difficult to gain legitimacy of regime in tangible and intangible dimension. In other words, Kim Jong-un regime is undergoing a Liability of newness phenomenon. The liability of newness is explained as instability phenomena experienced by the new organization. In this sense, this paper aims to discuss the North Korea s dual policy of nuclear and economic development as a means to get the legitimacy of the Kim Jong-un regime, and utilize the orientation of the North Korean foreign Policy.
