국문 초록

경제력은 국력의 기본바탕이며 경제발전은 국가의 굳건한 안보확립에도 지대한영향을 준다. 경제가 쇠락한 국가가 군사안보적으로 패권을 유지하는 경우가 없다는 역사적 사실이 이를 증명해주고있다. 따라서 경제와 국가안보는 불가분의 관계에 있다고 할 수 있으며 경제적 성장이 굳건한 안보를 가져오는 핵심요인 이라고 할수있다. 이는 국가안보와경제는 각각의 독립적분 야가 아니라 그 연계성이 매우 강한 분야라는 것을 의미한다. 이러한 현상은 탈냉전시대는물론냉전시대에도작용했던기본적인원칙이라할수있다. 한국 국방력 발전의 시발점은 자주국방의 기치를 내걸면서라고 해도 과언이아닐것이다. 즉, 한국국방의역사는빈곤을퇴치하기시작하는한국의경제력과 그 역사를 같이 한다. 따라서 본 연구에서는 한국의 국방사에 있어서 자주국방의사례를통해국방과경제의상관관계를분석한다. 경제적뒷받침이 없으면달성하기어려운자주국방에대한한국군의역사를집중적으로분 석함으로써 경제적 능력이 국방정책 수립에 있어 핵심적으로 작용하였음을 입증할것이다.

영문 초록

The national power is based on the economic power, and it has a huge impact on establishment of national security. The history clearly show that a state which declined economically could not maintain its international status in terms of security. Therefore, it is apparently true that economy and security are inextricably linked, and economic growth is one of the critical factors on the robust national security. It means national security and economy is not independent, but strongly relevant to each other. This is a fundamental principle which could be applied in the cold-war and post cold-war period. It is no exaggeration to say that the starting point of development of Korean military power might be a promotion of self-reliant defense policy. In other words, the real history of Korean military development is strongly related to that of eradicating poverty of the Republic of Korea. Thus, this study analyzes the corelations between national defense and economy with cases especially Park Chung-hee and Roh Moo-hyun administration. It proves that economic power plays a critical role to establish self-reliant defense policy in two governments by focusing on the history.
