국문 초록

이 논문은 한반도평화체제를 위해 남북관계 개선이 선행되어야 한다는 문제의식으로정전협정이후남북한사이의남북합의서와공동보도문의법적지위에대한연혁적분석을통해남북관계의변화와대북정책의문제점을도출하고, 남북합의서에 대한 규범력을 확보할 수 있는 방안 모색을 목적으로 한다. 남북관계 개선방법으로서 남북합의서와 공동선언문의 일관성 있는 이행 을위해남북합의서에대한법적지위를명확히 할 필요가 있으며 이를제도화 시키기위한노력이필요하다. 그리고남북관계의발전적방향성을 유지하기 위한남북합의서의다양한제도화방안에도불구하고가장중요한것은남북한 사이의 정치적·도덕적 인식을 통한 이행의지라고 볼 수 있다. 그리고 이러한 의지의 실천을 통해 서로 다른 한반도평화체제에 대한 주변국들의 인식을 극복하고남북한주도의한반도평화체제를 주도해 나갈수 있을것으로 기대한다.

영문 초록

This paper examines the relationship between inter-Korean relations and the legal status of joint news reports between the two Koreas after the Armistice Agreement, and draws up the problems of North Korea s policy and North Korea s policies through a historical analysis of the status of the inter- And to find a way to secure the normative power of the inter-Korean agreement. As a way to improve inter-Korean relations, it is necessary to clarify the legal status of inter-Korean agreements for the consistent implementation of inter-Korean agreements and joint declarations, and efforts should be made to institutionalize them. And despite the various institutionalization measures of the inter - Korean agreement to maintain the developmental direction of the inter - Korean relations, the most important thing is the commitment to carry out the political and moral recognition between the two Koreas. Through this practice, we expect to be able to overcome the perception of neighboring countries on the different Korean peninsular peace regime and to lead the peace regime on the Korean Peninsula led by the two Koreas.
