영문 초록

The purpose of the executive agency systemnt is to achieve agencies goals efficiently and effectively by allowing a high level of autonomy to individual agencies. The purpose of this study is to assess the betterment of the agency system after researching the theoretical background, current status, the question point at issue, and characteristics of the agency system in korea. The main analysis contents comprises agency s authorization and status, performance appraisals, hiring of chief executive officers, and level of autonomy(organization,: the regular staff management, personnel management, the budget, and financial management). The main finding of the study is that the agencies autonomy seems to have diminished. Contrary to the original intention of the agency system, agencies have to discuss in advance or obtain prior approval from influential organizations such as the Ministry of Public Administration and Security, the Ministry of Strategy and Finance, and Civil Service Commission. The study suggests that organizations in authority should develop a post-control system that both allows a higher level of autonomy to agencies and excludes interference. Also, the study suggests that agencies should be able to improve the qu머ity of service by rationalizing a high level of management the autonomous power that has been delegated to them to efficient1y attain their goals, and the study concludes that agencies should be able to make a democratical reform the member s way of thinking by mastering of training: program that has been developed for themselves to change from perpendiculari system to horizontal system of agency system.
