영문 초록

This paper sheds some light on the realities and characteristics of international exchanges and cooperations of local autonomies in Korea comparatively. The international exchanges of local authorities have increased significantly since 1996 due to both emerging trend of glocalization and restarting of local autonomy system in Korea. In this context, this study firstly examines the theoretical background on the intergovernmental relation and cooperation in terms of the intergovernmental relations model, the exchange model, and co-productive model, etc. Then, an empirical analysis on the realities of international exchanges is conducted both at the level of local authority and the type of international exchange such as sisterhood relationship and friendship. Also, the characteristics of international exchange trend of local autonomies are examined from the beginning of 1960s. One of important findings is that the historical trend of international exchanges has been fluctuated by economic condition and political situation. Finally, local authorities need to consider the qualitative aspects of international exchanges following by the quantitative increase of international exchanges.
