영문 초록

As it comes 21Century, we want to demand much productivity for administrating govemments. People pursue Not only creativity and empowerment of local govemment but also govemments are to do so. So our govemment enact for Decentralization and Devolution Authority of 1999 and A Package Law of Decentralization of 2004 under the Rho Moo• Hyun Govemment. Even establishing law for decentralization but there is no performance for decentralization reform. On the other hand, whatever it is difficult to obtain decentralization under the Korea and Japan, Japanese govemment is muddling through and put public affairs of central govemment into the discard. So there is no national govemment’ s affairs and there are equal between local govemment and central govemment. For devolution Japan enacted not only A Package Law of Decentralization of 1999 but also executed Promotion Law for Decentralization Reforms. So 1 suggest implications from Japan s experiences First of all, 1 suggest that our govemment should enact new law like J apan s Promotion Law for Decentralization Reform. Second, Our central govemment try to do consolidation of local govemments. Because consolidation makes local govemment to do self-goveming in their region. And Finally 1 urged that we would better concentration for community and policy network for decision-making services and delivering the services.
