국문 초록

토사재해를 포함한 자연재해로 인한 위험 및 피해정도의 평가를 위해서는 취약성 평가가 수행되어야 하며, 이는 물리적 취약성과 사회경제적 취약성으로 나눌 수 있다. 본 연구의 선행연구에서는 콜롬비아 중소도시의 물리적 취약성을 평가하였다. 본 연구에서는 사회경제적 취약성 평가를 수행하기 위해 지표기반 모델을 개발하였다. 인구통계 및 경제적 지표, 2차 피해 유발 지표, 재해 대비 및 대처 지표별로 대리변수의 점수 및 가중치 설정하였다. 각 대리 변수별 가중치를 이용하여 사회경제적 취약성 점수가 계산하고 등급화 하였다. 그리고 선행연구에서 수행한 물리적 취약성 평가결과를 반영한 토사재해 통합취약성 평가를 수행하였다. 통합 취약성 평가결과 현장 조사결과와 거의 유사한 취약지역을 도출할 수 있었다. 추후 토사재해 통합 취약성 평가 방법론을 기반으로 콜롬비아 중소도시 지역의 취약성 평가 추가 확대 및 토사재해 예측 및 예방에 기초자료로 활용될 것으로 판단된다.

영문 초록

Vulnerability assessments are essential for evaluating slope hazards and damages from natural disasters. The first part of this study focused on physical vulnerability assessments of small cities in Colombia. In this second part, we developed an indicator-based model for socioeconomic vulnerability assessment. We defined weights for indicators and proxy variables, including indicators for demographic and economic conditions, secondary-damage triggers, disaster preparedness, and response measures. Socioeconomic vulnerability scores were calculated and graded using the weights assigned to the proxy variables. In addition, the evaluation of the combined vulnerability to slope disasters incorporated the results of the physical vulnerability assessments that were conducted in the first part of this study. As a result, vulnerable areas similar to those identified in the field survey were obtained. In the future, these vulnerability assessment results will be used as basic input data for the forecasting and prevention of slope disasters in Colombia.
