국문 초록

우리나라에서는 태풍, 집중호우 등 자연재해로 인한 산업단지 침수, 우면산 산사태 등 피해가 증가하는 추세이다. 이에 정부에서는 자연재해 복구에 대해 많은 노력을 기울이고 있으나, 사유시설의 경우 주택을 중심으로 재난지원금 등 지원위주의 복구를 진행하는 실정이다. 이러한 한계로 인해 국내ㆍ외 사례분석, 국내 발생가능한 재해영향 및 피해원인 분석을 통해 다중방어체계 개념을 도입한 복구기법을 개발하였다. 이를 위해 다중방어체계 복구기법 적용기준을 정립하고, 다중방어체계 시설별 복구기법을 개발하여 춘천시에 시범적용하였다. 본 연구를 통해서 재해발생시 주거/산업단지 복구에 활용이 가능하며, 현행 지구단위종합 복구계획에 일부 적용 및 개선에 활용이 가능할 것으로 기대된다.

영문 초록

Natural disasters like typhoons and floods are causing increasing damage in Korea, such as the inundation of industrial complexes and the Mt. Umyeon landslide. Great efforts are being made by the government towards recovery from natural disasters. However, private facilities follow a process of support-oriented recovery focused on housing, such as disaster support funds. Owing to these limitations, we have developed recovery techniques by introducing the concept of a multilayer defense system, after reviewing domestic and overseas cases in terms of disaster impact and cause of damage. The multilayer defense system recovery techniques were applied to Chuncheon city after establishment of the application standard of the multilayer defense system recovery techniques and development of recovery techniques according to the facilities. This study describes recovery techniques for residential/industrial complexes in case of disasters. It is expected that the results of this study will help to improve the current district comprehensive recovery plan.
