국문 초록

본 연구는 방재를 위한 도시재생사업의 활성화방안을 주민참여의 관점으로 접근하였다. 방재적 도시재생에 있어 이해관계자 간의 협력은 반드시 필요하며, 주민참여는 이를 추진하기 위한 핵심적 요소이다. 사례연구로써 동일본대지진의 교훈을 통해 일본의 주요 역세권에서 집중적으로 추진되고 있는 도시재생 안전확보 계획제도의 동향 및 특징을 살펴보았다. 분석결과, 도시재생 안전확보계획은 재난대응을 위한 대피소, 대피로 등과 같은 자원 및 시설에 대한 협의를 위해 주민참여를 활용하고 있는 것으로 나타났다. 특히 관여된 건물의 소유주와 지역단체 협의회 등을 구성원으로 하는 협의체를 구성하여 계획의 작성과 추진을 진행하며, 협의체 참여자들에게 인센티브를 부여하는 등의 체계적인 방법으로 방재적 도시재생사업을 추진하는 것을 알 수 있었다.

영문 초록

This paper aims to explore the development strategies of participatory urban regeneration for disaster prevention in Japan, and to suggest implications for their application in Korea. It should be noted that citizen participation can play a key role in the enhancement of coordination between stakeholders in the development of urban regeneration-indeed, citizen participation for urban regeneration after disasters cannot be emphasized enough. The urban regeneration safety plan system in Japan, to which the Great East Japan Earthquake offered some lessons in coping with disasters, particularly in the main transportation node of the metropolitan area, was fully and positively considered for its implications. The results show that the urban regeneration safety plan in Japan would be able to provide places for evacuation, evacuation routes, and resources and facilities for dealing with disasters. In particular, the plan has been drawn up and is being implemented systemically by forming a consultative council that consists of building owners and concerned citizens from local associations, and members of the group have been receiving incentives-particularly credibility and sustainability-for their participation.
