수입품목 분석을 통해 본 북한경제변화 동향 -북한 산업구조 변화를 중심으로

국문 초록

북한에서 무역이 국가의 통제하에 이루어지고 있다는 사실에 착안, 본고에서는 북한경제 변화 동향을 알아보기 위해 특히 북한의 수입품 목에 주목했다. 북한의 수입품목수는 적어도 북한경제의 유지에 필요한 식량, 에너지, 산업 등의 최소한의 중요 물자의 수만큼은 되어야 할것이기 때문에 수요의 변화는 북한 경제의 변화를 보여주고 있다. 이에이 연구는 일부 한계가 있음을 인정하면서도 2007~16년까지 지난 10년간 북한의 수입품목 분석을 통해 북한경제동향을 분석했다. 그 결과 농림수산, 화학·플라스틱·고무, 섬유·가죽, 철강·금속, 기계·전기 전자 등 대부분의 북한의 산업에서 수입액이 증가했으며 공산품 수입은 중저위기술 업종 중심에서 고위기술이나 중고위기술 위주로 재편 되고 있었다.소비재 중에서는 운송수단과 관련 있는 승용차, 기타 수송기기 등과 휴대폰과 노트북 등의 수입이 급격하게 증가했으며 산업용 중간재는 북중교역과 관련한 의류 제조업의 중간재의 수입액이 급격히 늘어난 것으로 나타났다. 이런 변화하는 북한경제동향은 최근 남북정상회담의 성공적인 개최로 북한과의 경협에 대한 기대감이 높아지고 있지만 이전 시기와 달리 단순 노동력 확보를 위한 중저위기술 차원의 사업 제시만으로는 개성공단의 재개 등 경협사업을 추진하기 쉽지 않을 것을 함의한다. 여전히 북한에서 중저위기술의 비중이 높긴 하지만 중고위 기술 위주로의 수입품목 비중 확대는 개성공단 등 남북경협을 준비하는 이들에게 시사하는 바가 크다. 앞으로 국제사회나 우리 정부는 물론 민간단체들도 북한 관련 정책을 추진할 때에는 북한의 주력 산업변화등 변화한 북한의 경제전반을 살펴보며 좀 더 다각적으로 검토해야 할것이다.

영문 초록

Taking into account that trade is under state control in North Korea, the article focuses on import to monitor developments in the North Korean economy. Changes in import demand reflect changes in the North Korean economy, as the total count of imported items might be at least as large as the basic demand for major industries or commodities such as food, energy in order to sustain the North Korean economy. While acknowledging limitations of the method, this study analyzed North Korea s economic trends over the past decade by analyzing imports during the same period. This study finds imports rose in most of North Korea’s industries, including agriculture and fisheries; chemicals, plastic and rubber; textiles and leather; steel and metals; machinery and electrical electronics. Meanwhile, industrial goods imports became reorganized from low- to high-tech industries. Among consumer goods, the import of vehicles including passenger cars soared along with cellular phones and laptop computers. As for industrial intermediate goods, there was a sharp increase in the import of intermediate goods for clothing manufacturing, in connection with North Korea’s trade with China. The success of the inter-Korean summit meeting on April 27, 2018 has raised expectations for economic cooperation between Seoul and Pyongyang. However, the economic changes in North Korea indicates inter-Korean economic cooperation may need to shift its focus from low- to mid-tech industry projects that seek labor force from the North. While low- to mid-level technologies still account for a large portion of the North Korean economy, for those who are preparing for inter-Korean economic cooperation projects, it is telling that demand for products based on higher technology is on the rise in the North. Thus, it might be crucial to observe and assess North Korea s changing economy including major industrial shifts for not only the South Korean government and the international community but also civic groups.
