국문 초록

김정은 정권은 핵미사일 능력의 고도화를 추구하면서 국제사회의 강력한 제재를 받게 되자 대응생존전략으로서 선대와 차별화된 국산화 정책을 일관성 있게 추진해왔다. 초강력 제재라는 최악의 대외 환경 아래에서도 국산화 정책의 성과는 긍정적으로 평가할 요소가 적지 않다. 국산화 정책은 전통적인 자력갱생노선의 계승발전이라는 맥락에서도 주목할 만하다. 김정은 시대의 자력갱생은 핵미사일 고도화 기술에 따른 자부심과 자신감, 이전보다 진일보한 과학기술에 근거한 자립성을 강조하고 있는 점에서 이전과의 차별성이 부각된다. 북한은 자력갱생을 뒷받침하는‘ 자강력제일주의’를 새롭게 내세우며 효율성을 높이는 방향으로 경제구조를 전환시켜 왔고, 사회주의 기업책임관리제 등 관련 제도를 새롭게 시행하면서 생산력을 증대시키는 노력을 기울려 왔는데, 이런 노력이 국산화 정책이 긍정적 성과를 낳는데도 기여한 것으로 평가된다. 향후 제재가 지속될 경우와 비핵화 대화 진전에 따라 제재 완화 또는 해제가 이뤄질 경우의 국산화 정책의 방향 수정도 불가피할 것으로 전망되고, 이는 후속 연구의 중요한 주제가될 것이다.

영문 초록

Kim Jong-un’s regime has consistently carried out a localization policy different from that of its predecessors as a survival strategy in response to the tough sanctions placed on it by the international society due to the regime’s attempts to enhance its nuclear missile capabilities. Even in this international environment with these extremely tough sanctions, the number of positive points related to the results of the localization policy is not inconsiderable. It is worth noticing the localization policy within the context of the succession and development of the traditional self-reliant national economy. As for self-reliant national economy under Kim Jong-un, from the point of the pride and confidence that comes from North Korea’s nuclear missile enhancement technology and the self-sufficiency based on drastic improvements in science and technology, the differences be-tween the past and present are stark. North Korea has put forward a new policy o‘f self-strengthening first’ to support its self-reliant national economy and has been converting its economic structure into a more efficient one. It has also been implementing new systems related to the Socialist Corporate Responsible Management System and has been focusing its efforts on increasing its production capacity. These efforts can be regarded as also contributing to the fruition of positive results from the localization policy. Whether or not sanctions continue into the future or are relaxed or lifted due to progress on denuclearization dialogue, a change in the direction of the localization policy can be expected to be inevitable in either case. This will be an important theme of future research.
